He emphasized that Corps 15 and its units must promote their traditions, creativity, and successfully fulfill all assigned missions, closely combining economic development with training and maintaining combat readiness. He also asked for close coordination with local authorities and stationed forces to ensure political security and social order, prevent surprise situations, and continue supporting local people in sustainable poverty reduction and improvement of living conditions.
That same day, he visited and presented gifts to Hoa Huong Duong (Sunflower) Kindergarten under Unit 717 and School Site of Team 1 of Unit 710. The Corps 15 Command and the Military Women Advisory Board also offered gifts to both schools.
The same day, Deputy Defense Minister Sr. Lt. Gen. Le Huy Vinh chaired a conference reviewing investment projects aimed at strengthening scientific and technological capabilities for developing strategic technologies and key weapons and equipment of the Chemical Corps and the Department for Standards - Metrology - Quality (SMQ) under the General Staff.

Based on field surveys, the units developed project scales, equipment procurement plans, and cooperation mechanisms. Successful implementation is expected to improve independent research, design, and production of new technology equipment; facilitate technology transfer; and create breakthroughs in technology localization and production of needed items, supporting scientific research and training.
Concluding the event, Gen. Vinh requested both units to thoroughly study feedback, review and refine project dossiers, and ensure alignment with strategic objectives. Each project must select modern, practical, synchronized equipment, compatible with existing systems, and easily upgraded, focusing on foundational, forward-looking, strategic technologies that address emerging requirements in socio-economic development, national defense, and security.
Also on November 20, the General Staff (GS) held a conference to approve documents for an upcoming GS-level scientific conference on military science under the chair of GS’s Deputy Chief Senior Lieutenant General Nguyen Van Nghia.
After listening to opinions from functional agencies, Gen. Nghia commended relevant agencies and units for thorough preparation and close coordination. He requested continued review to ensure scientific rigor, consistency, and clear explanation of theoretical and practical issues in today’s military science. He also emphasized the pro-activeness in comprehensively preparing for the conference and timely reporting of any arising issues to GS leadership.
