A report presented by the Department of Finance on the 2026 disbursement of basic construction investment capital across the military stated that, in recent times, Party committees and chains-of-command of agencies and units have thoroughly implemented the Party’s guidelines, State’s policies, laws, as well as directions and leadership guidance from the Central Military Commission and the Ministry of National Defense. They have also actively directed and accelerated the disbursement of construction investment capital for approved projects.

At the conference, delegates discussed and clarified the results achieved, identified difficulties and obstacles in project implementation, and proposed solutions to strengthen management and improve the disbursement of investment capital.

Concluding the conference, Senior Lieutenant General Nguyen Quang Ngoc requested all agencies and units to clearly understand that accelerating the implementation and disbursement of the public investment capital plan in 2026 is one of the top-priority political tasks requiring focused leadership, direction, and execution at all levels. He emphasized that this is the responsibility of Party committees and chains-of-command of all agencies and units, and that leaders must enhance accountability and assign specific tasks.

He stressed that speeding up the disbursement of public investment capital must go hand in hand with ensuring the quality of works and projects, while preventing corruption, losses, wastefulness, and group interests. The public investment disbursement results in 2026 will be one of the key criteria in evaluating the fulfillment of tasks for the year. He also directed investors and project management boards to start implementing plans  and disburse allocated capital from the earliest days and months of the year. Any difficulties or obstacles within their authority must be resolved immediately, while matters beyond their authority must be promptly reported to the ministry’s leadership to avoid prolonged delays. 

For project investors and management boards, Sr. Lt. Gen. Nguyen Quang Ngoc required the development of detailed weekly, monthly, and quarterly disbursement plans. They must strictly implement projects in accordance with approved contents and accelerate procedures for project approval, design, cost estimates, bidding, contractor selection, and consultancy services for newly launched projects.

He assigned the Department of Finance, the General Department of Logistics and Technical Services, and other functional agencies of the Ministry of National Defense, in line with their assigned responsibilities, to closely monitor the implementation of public investment plans for each project. These agencies are to take the lead and coordinate with relevant bodies to inspect, urge progress, and promptly report to the ministry on measures to remove obstacles and accelerate implementation and disbursement.

They were also instructed to pro-actively propose management and operational solutions, flexibly coordinate capital plans among projects, and prioritize funding for projects scheduled for completion in 2026. In addition, they are to urge agencies and units to finalize overall barracks planning, while continuing to guide, inspect, and promptly report unresolved difficulties to the ministry for settlement.
