In the first quarter of 2026, the department effectively implemented its advisory role for higher levels in issuing plans, decisions, and projects. The unit also provided recommendations on developing plans and compiling reports reviewing the implementation of laws, while coordinating with relevant agencies to give advice to the Chief of the General Staff in promulgating the Directive on military and defense tasks for 2026, as well as issuing guiding and directive documents within its authority.

Meanwhile, the department proactively implemented projects related to militia and self-defense forces, as well as defense and security education; militia and self-defense work, defense and security education, and defense tasks across central ministries, sectors, and localities, among others.
Concluding the working session, General Nguyen Tan Cuong required the department to further promote flexibility and creativity in carrying out the “five steadies” principle, as directed by Party General Secretary and State President To Lam, and the “three excellences” motto of the General Staff into daily actions, training criteria, in line with its functions and tasks.
He also emphasized the need to continue proactively studying modern warfare in order to provide accurate, timely, and effective advice to higher levels on local military and defense tasks, thereby contributing to strategic orientations for building increasingly firm defensive area postures at all levels.

It should direct and urge agencies, units, and localities to organize commune-level defensive combat exercises within defensive areas as pilot models for experience drawing.
At the same time, it is essential to foster unity and solidarity, closely linking the department’s political tasks with movements launched by the Ministry of National Defense and the General Staff. Building a contingent of capable officers who can meet task requirements is also a priority, with special emphasis on personnel selection and performance-based evaluation.
