The meeting also drew the participation of Deputy Director of the General Department of Politics, Senior-Lieutenant General Nguyen Trong Nghia; Deputy-Chief-of-the General Staff, Senior-Lieutenant General Pham Ngoc Minh; Deputy-Director of the General Department of Politics, Lieutenant General Do Can; political chiefs of general departments, departments, agencies and units under the Ministry of National Defense.

The conference evaluated that, while carrying out activities of Party and political work, all defense agencies and military units thoroughly grasped the resolutions and instructions of higher authorities, closely followed the military and defense missions, and accomplished all the set programs and plans in 2017, the second year implementing the Resolutions of the 12 National Party Congress and 10th Military Party Congress. The outstanding results of Party and political work of the whole army included leading all defense agencies and military units to embrace  and well implement resolutions of the Party and Central Military Commission, actively giving advice and suggestions to the Party, State, Central Military Commission and Defense Ministry on policies and major solutions on building a politically strong army and a strong and clean military Party organization, keeping track of the situation of issues related to the military-defense missions and Party and political work to produce accurate forecasts, and enhanced leadership and improved the quality and efficiency of Party and political work in all defense agencies and military units.

The military political sector also actively conducted political and ideological education, including dissemination of Marxism, Leninism and Ho Chi Minh thoughts, led agencies and units to implement their military-defense missions and promote defense foreign relations, enhanced the implementation the Resolution of the 4th Meeting of the 12th Party Central Committee coupled with Directive 05 of the Politburo, Directive 87 of the Standing Board of the Central Military Commission and the Movement “Promoting the traditions, devoting talent, deserving to be Uncle Ho’s Soldier.”

The results of the 2017 political tests revealed that 90% of the commissioned and non-commissioned officers were rated as good and excellent grades while the rates of good and excellent grades were 80% for the ranks, 77% for the reserve, 75% for the self-defense and militia force and 81.1% for the recruits.

Meanwhile, the sector paid much attention to Party building, check, inspection and supervision in all defense agencies and military units, improved the quality of personnel work and officer corps development, intensified the struggle against wrong and hostile views, proactively prevent and fight manifestations of “self-evolution” and “self-transformation” within the military. 

In 2017, the military Party organization has admitted 20,431 new Party members, up by 6.09% from 2016 while inspecting the virtues and leadership abilities of 2,987 Party organizations of all levels and 49,063 Party members across the military.

The sector also succeeded in mass mobilization across the defense agencies and military units with interesting contents and in various forms, and effectively implement Party and political work in training, combat readiness, exercises, military regularity building, drill of the military discipline, natural disaster prevention and rescue while stepping up administrative reforms, renovating methods and regimes of Party and political work.

As a result, the political and ideological situation is stable within the military while all officers and the ranks have firm political stance, a high sense of responsibility and are ready to undertake and complete any assignments.

In 2018, the military politics sector will continue to seriously implement resolutions and instructions of the Party Central Committee, Central Military Commission and Defense Ministry, focusing on the Resolution of the 4th Meeting of the 12th Party Central Committee on Party building, the Resolution of the 6th Meeting of the 12th Party Central Committee on re-organization and streamlining of the political apparatus for further effectiveness and efficiency, the Resolution of the Central Military Commission on the implementation of military-defense missions.

It should actively advise the Party, State and Central Military Commission on strengthening the Party’s direct and comprehensive leadership over the army and building an army strong in terms of politics, ideology, ethics and organization.

Speaking at the meeting, General Cuong recognized and hailed the results of the military political sector in 2017.

Regarding the sector’s missions in 2018, he asked leadership and political agencies at all levels to successfully lead and instruct agencies and units to improve the quality of political and ideological education, raise troops’ awareness of plots and tricks of hostile forces, improve their responsibility, political stance and will so that they are ready to undertake and complete any assigned tasks.

He also asked Party committees at all levels and relevant agencies to actively fight the “Peaceful evolution” strategy of hostile forces while proactively preventing manifestations of “self-evolution” and self-transformation” within the military.

At the same time, the sector was requested to lead all the defense agencies and military units to fully implement the Project on the organization of the army toward 2021, renovate personnel work and raise the quality of the officer corps while paying due attention to improving the quality of training and combat readiness and well performing mass mobilizations in the localities where the defense agencies and military units station.
