It has instructed agencies and units in the possibly affected areas to maintain strict rescue and disaster response readiness. Units have been ordered to closely monitor the development of the tropical depression, coordinate with local authorities to inform and advise ships and boats at sea of the storm's location and trajectory, allowing them to take pro-active avoidance measures. Additionally, units have been asked to review and update their response plans, and be fully prepared in terms of personnel and equipment to respond effectively to any incidents, natural disasters, and search and rescue operations, ensuring the safety of personnel and units involved.

* Following the directive of the Ministry of National Defense, the border guard forces of provinces and cities from Quang Ninh to Binh Thuan have coordinated with local authorities, families, and boat owners to inform and guide 66,560 vessels with 305,806 people onboard about the tropical depression’s development and path. This can help them escape from dangerous areas. Specifically, in the Northern part of the East Sea (South China Sea) and the Hoang Sa (Paracel) Archipelago, 338 boats with 2,105 people have been notified. In other areas, 11,918 boats with 59,456 people have been informed. In addition, 54,304 vessels with 244,245 people anchored at various docks have also been advised. All vessels in the possibly affected areas have received the warning and are currently maneuvering to avoid danger.

The Ministry of National Defense has directed its agencies and units to be on standby, ready to respond to the tropical depression with a force of over 51,075 officers and soldiers, and 582 vehicles. The Hanoi Capital Military Command has mobilized nearly 3,500 officers, soldiers, and 134 vehicles to assist residents in 21 districts of the city in overcoming the aftermath of natural disasters. The Border Guard Command has dispatched 55 officers, soldiers, and three vehicles to continue searching for missing persons in Nu village, Phuc Khanh commune, Bao Yen district, and Nam Tong village, Nam Luc commune, Bac Ha district in Lao Cai province. The Naval Command has mobilized nearly 500 officers, soldiers, and 23 vehicles to help residents recover from natural disasters in Duong Kinh and Do Son districts (Hai Phong City), and Ha Long city, Cam Pha city, and Van Don and Co To districts (Quang Ninh province).

* On September 17, the military continued to mobilize tens of thousands of regular troops and militia forces, along with thousands of vehicles, to help residents recover from the aftermath of Typhoon Yagi in localities including Cao Bang, Lao Cai, Tuyen Quang, Phu Tho, Ha Giang, Hai Phong, and Quang Ninh.
