Chief of the VPA's General Department of Political Affairs (GDP) General Luong Cuong made the statement at the national-level seminar, themed “Some theoretical and practical issues on building an elite, compact, and strong VPA - Values, significance, and orientation," that took place at the National Defense Academy on January 10.

According to the GDP’s Chief, building an elite, compact, strong military is both urgent, immediate and fundamental, long-term requirement. It is a fundamental solution to build a revolutionary, regular, elite, and modernized VPA, capable of well performing the function of "a military of combat, a military of work, and a military of production."
Gen. Cuong said that the power of the military is created from the combination of many factors, including human resource, weaponry, equipment, and operational arts, of which human resource is the decisive factor. Therefore, building high-quality human resource, especially strategic-level officials, should be paid special attention to and considered a decisive factor to achieve the goal of building an elite, compact, strong, and modernized military.
He emphasized the need to focus on building human resource in terms of both quantity and quality and in accordance with the road-map to modernize weapons and technical equipment of services, arms, and forces and have appropriate and timely remuneration policies to attract talents to the military.

Gen. Cuong evaluated that reports and opinions on specific issues at the seminar provided valuable scientific arguments about the process of the VPA’s building, combat, and development. Delegates gave accurate evaluation of the current situation and causes, contributed experience, and proposed many solutions to build an “elite, compact, and strong" military to meet the mission requirements in the new period.
At the seminar, delegates affirmed that building an “elite, compact, and strong" military is a sound and creative application of the theoretical perspective of Marxism-Leninism and President Ho Chi Minh’s military thought, the Party's guidelines and viewpoints on military building, defense consolidation, and the Fatherland protection in the new situation.
Many reports and opinions determined that building the VPA politically-strong is a basic principle and cross-cutting issue, creating a firm foundation for the military to advance to a regular, elite, and modernized one that is absolutely loyal to the Fatherland, Party, State, and people.
They also laid stress on some important future tasks, including building a healthy, strong, and exemplary Military Party Organization in terms of politics, ideology, ethics, organization, and personnel; reviewing, adjusting, and strengthening personnel organization to be suitable to functions, missions, weapons, and technical equipment and Vietnamese military art in the new condition; developing defense industry in the direction of autonomy, self-reliance, modernity, and dual-use; closely combining defense, security, and diplomacy; renewing to enhance the quality of training and exercises; raising troops’ mastery of new modern weapons and equipment, mobility, and combat capabilities; actively applying IT, simulation technologies, and modern technical facilities to training.
