Speaking at the conference, Senior Lieutenant General Nguyen Tan Cuong emphasized that Ha Nam province has an important strategic position in the defensive posture of Military Region 3 and the whole country. Over the past ten years, under the leadership and direction of the provincial Party Committee, People's Council, and People's Committee, Ha Nam has promoted the synergy of the whole political system and the whole people in performing the national construction and defense tasks.
Notably, Party committees, cadres, Party members, and people’s awareness and responsibility for the Fatherland protection mission has been enhanced. The Northern province has institutionalized many legal documents, creating a legal basis for agencies, localities, and units in the province to actualize the Party’s guidelines and viewpoints.
As a result, Ha Nam has met or exceeded all main socio-economic targets, contributing to improving people's living standards. The province has renewed and achieved important results in Party and political system building and activities of Fatherland front committee and mass organizations. National defense, political security, social order and safety have been maintained and strengthened.
Over the past decade, the province has paid attention to building firm armed forces, raising the quality, strength, and combat readiness of the armed forces to meet requirements of missions in the new situation. The provincial armed forces have well promoted the key role in building the all-people’s national defense, the all-people’s defense posture associated with the people's security posture. The defensive areas of the province, districts, towns, and city have been gradually strengthened.

Regarding missions in the coming time, the chief of the General Staff asked Ha Nam province to grasp and foster dissemination and education to help cadres, Party members, and local people understand that conducting the dual task of fatherland construction and defense is the responsibility of the whole political system and people.
Party Committees and authorities at all levels should actualize and synchronously and drastically implement programs and plans; pay attention to building healthy, strong, and effective Party and political system; raise the quality of Party members; strengthen the “people’s heart” posture.
The chief of General Staff went on to say that Ha Nam province should effectively mobilize resources to build firm defense potentials for protecting the Fatherland; strengthen leadership over the building of strong armed forces; foster coordination among forces in protecting national security and public order and safety; build strong whole people’s national defense and whole people’s national defense posture.
