According to reports delivered at the event, over the past five years, the “Determined to Win” emulation movement has been creatively implemented by staff units, creating momentum for agencies and units under the General Staff to successfully fulfill important political missions.
Particularly, staff agencies and units actively performed their role as think-tanks for the Central Military Commission, Ministry of National Defense, the Party, and State to issue strategic guidelines and measures on military and defense, contributing to raising the combined strength of the military in firmly safeguarding the national sovereignty and integrity. They seriously maintained combat readiness postures, closely follow situational developments, paid attention to building firm defensive areas, and effectively coordinated with other forces to ensure security at important events of the Party and State.

Thoroughly embracing the Central Military Commission’s resolution on emulation-reward work, the General Staff instructed its affiliates to focus on raising the quality of training activities and combat strength of the military. They attached much importance to strengthening troops’ ability of mastering new weapons and high-tech equipment and their physical strength and holding high-quality exercises and contests.
The meeting also concluded that the emulation movement in education and training activities for the staff units was effectively carried out in line with the “Strategy for development of education and training in the military by 2020.” The General Staff’s affiliates focused on renewing training programs, augmenting the professional competence of instructors, and effectively applying scientific studies on defense strategy, military history, military science, IT, and environment to their tasks.
More importantly, their external defense affairs have been implemented in line with the Party’s guidelines and State’s policies, contributing to ensuring a peaceful and stable environment as well as raising the position and prestige of the Vietnam People’s Army in the international arena.

At the congress, delegates shared effective models and experiences in carrying out the movement. They also pointed out shortcomings that need to be addressed in the coming time.
Speaking at the event, General Giang congratulated outstanding groups and individuals on their achievements in implementing the movement. He said that in the context of the complicated developments in the region and world, the General Staff should promote dissemination of the resolutions and directives on military and defense missions and emulation and reward work, especially President Ho Chi Minh’s thought on the work and his testament.
The Chief of the General Staff said that emulation activities in the coming time should be renewed with a focus on implementing military and defense guidelines and policies and building a strong military and militia force, so as to firmly safeguard national sovereignty, integrity, and a peaceful and stable environment for national development.
He requested units to honor and popularize exemplary people in order to encourage emulation movement among troops and staff.
