The report presented at the congress affirmed that during the 2022-2025 term, the Party Committee of the General Planning Division has focused on leading efforts to enhance the quality of command work, synthesis, and support for the General Staff in directing the whole military to successfully achieve the objectives and tasks related to military and defense work.

In his speech directing the congress, General Cuong requested that during the 2025-2027 term, the Party Committee of the General Planning Division take the lead in effectively conducting research, providing command services, and synthesizing the outcomes of military and defense task implementation by various agencies and units. He emphasized the need for timely reporting and proposals to the Chief of the General Staff, as well as advising the Central Military Commission, Ministry of National Defense on issuing resolutions and directives on military and defense work. Additionally, he called for prompt synthesis and reporting on unexpected tasks to assist the Chief of the General Staff in commanding, directing, and effectively managing various situations.

At the same time, General Cuong urged the leadership to thoroughly understand procedures and regulations, review and appraise documents to ensure accuracy in content and format, and prevent delays or omissions. He stressed the importance of adhering to the principle of “completing all tasks, not just working hours,” and encouraged continuous training to elevate the standards of research, command, and synthesis work. He also highlighted the need for a unified, professional, and scientific approach to task management, reducing administrative bureaucracy, and fostering strong coordination with other agencies to enhance overall task performance. Last but not least, he emphasized the importance of building internal unity and cohesion to successfully accomplish all assigned duties.
