General Luong Cuong, Director of the General Department of Political Affairs (GDP) of the Vietnam People's Army and Chairman of the MND's Emulation and Commendation Council, chaired the event.
During the meeting, the MND’s Emulation and Commendation Council gave opinions to a draft report briefing the emulation and commendation work and the “Determined to Win” movement in 2023 and rolled out the orientations for the next year 2024, and other relevant matters.

Meanwhile, the council evaluated that the draft report has been implemented by the Central Military Commission (CMC), the MND, the GDP, Party committees, and leaders at all levels in a comprehensive and effective manner.
Also, the council stated that the theme of the “Determined to Win” movement 2024 is “united, exemplary, disciplined, pro-active, creative, and determined-to-win.” Next year, the whole military will launch emulation movements to celebrate the 70th anniversary of the Dien Bien Phu Victory (May 7, 1954 - 2024), the 80th anniversary of the foundation day of the Vietnam People’s Army (December 22, 1944 - 2024), and the 35th anniversary of the Whole People's Defense Festive Day (December 22, 1989 - 2024).
In his concluding remarks at the meeting, General Luong Cuong highly appreciated the great efforts and contribution of the MND’s Emulation and Commendation Council to activities of the National Emulation-Commendation Council and the building of the Law on Emulation and Commendation in 2022, and so on.

The GDP director underlined that emulation movements and commendation activities in 2023 have been comprehensively and effectively implemented. The “Determined-to-Win” movement has been continuously and widely carried out in line with the “Learning and following President Ho Chi Minh’s thought, morality and style” movement. Therefore, these activities have contributed to raising the synergy and combat power of the Vietnam People’s Army and building clean and strong party organizations, and exemplary, typical, comprehensively-strong agencies and units.
In 2024, General Luong Cuong required the council to continue to promote its advisory role for the CMC and MND to effectively implement the emulation and commendation work and the “Determined-to-win” movement.
The council should direct agencies and units to heighten their pro-activeness and creativity to find out appropriate measures to enhance the efficiency of the emulation and commendation work.
Meanwhile, the agencies and units should focus on honoring individuals and collectives with outstanding achievements in training and combat readiness work, as well as natural disaster and pandemic prevention and control, among others.
General Luong Cuong also requested the standing agency of the MND’s Emulation and Commendation Council to collect delegates’ comments at the meeting and promptly complete documents to report to the Central Military Commission.
