During the meeting, the council unanimously assessed that the emulation and commendation work and the “Determined to win” movement in the first six months of 2023 have been comprehensively and effectively directed and implemented by the Central Military Commission (CMC), the Ministry of National Defense (MND), the GDP, Party committees, and leaders at all levels, with a focus on the theme of being “unified, exemplary, disciplined, creative, and determined to win.”

The “Determined to win” movement has been continuously and widely carried out in depth and close connection to promoting learning and following the ideology, morality, and style of President Ho Chi Minh, implementing Resolution No.847-NQ/QUTW dated December 28, 2021, of the CMC on promoting the virtues of Uncle Ho's soldiers, resolutely combating individualism in the new situation, the campaign “Promoting tradition, dedication of talent, deserving to be Uncle Ho's soldiers in the new period,” as well as patriotic emulation movements and campaigns at all levels and sectors. The “Determined to win” movement has inspired and encouraged the entire armed forces to uphold the heroic revolutionary spirit, national patriotism, unwavering political determination, loyalty to the Party, the Fatherland, and the people; unity, role-modeling, readiness to receive and fulfill all assigned tasks.

An overview of the meeting

There has been significant progress in training and exercises. Defense external relations work has been implemented actively and pro-actively. Logistics and technical services, defense industry, scientific research, and other aspects have been actively implemented to promptly fulfill missions.

The commendation work and honoring of outstanding and exceptional individuals and collectives have been conducted closely, promptly, and effectively, contributing to encouraging and motivating officers and soldiers to strive to fulfill their duties. Timely recognition and commendation have been given to collectives and individuals for their excellent and extraordinary achievements in exercises, sports competitions, and contests.

In his concluding remarks at the meeting, General Luong Cuong acknowledged and highly appreciated the responsibility of the permanent agency as well as the responsibility of the members of the MND's Emulation and Commendation Council.

Based on the achieved results in the emulation and commendation work and the “Determined to win” movement in the early six months of the year, General Luong Cuong requested the entire military to continue promoting the “Determined to win” movement with the spirit of “unity, exemplification, discipline, creativity, determination to win.” Efforts should be made to leverage strengths, overcome limitations and shortcomings identified in the first six months, and successfully fulfill the tasks of 2023. This includes continuing to innovate the content, form, and quality of political education work, he added.

The military should strengthen the emulation movement to build clean and strong Party organizations, strictly implement the instructions, conclusions, and plans guiding the Party-building work of the Party Central Committee and the CMC, actively safeguard the Party's ideological foundation. The military should strictly adhere to the principles of Party activities, working and leadership regulations on important work at all party levels.

Efforts should be made to vigorously implement the “Three Breakthroughs” target in line with the Resolution of the 11th Military Party Congress, actively innovate the contents, forms, and methods of education and training, contributing to improving the training quality to meet actual requirements.

He emphasized the need to carry out the work of emulation and commendation closely, in a timely manner, accurately, democratically, and transparently, with special attention given to rewarding and honoring collectives and individuals who have achieved outstanding and extraordinary results, exemplary advanced elements, role models, and good deeds. He also called for strengthening information dissemination through mass media both inside and outside the military.

He urged all agencies and units to thoroughly implement the instructions of the Central Military Commission's Standing Committee and the GDP's guidance on leadership, direction, and organization of the “Determined to win” emulation congresses at all levels. He also emphasized the timely and high-quality completion of the review of the emulation work for 2023 and the development of plans and guidance for the emulation work in 2024.

During the meeting, the MND's Emulation and Commendation Council voted on candidates for the title “Hero of the People's Armed Forces in the resistance war period” and the title “Hero of Labor in the renovation period” to seven collectives and seven individuals.
