Following the decisions of the Prime Minister and the Minister of National Defense on personnel, as well as the direction of the Standing Committee of the Central Military Commission, Lieutenant General Pham Ngoc Hung officially handed over the duties of the Chief of General Department II to Lieutenant General Tran Cong Chinh, who was the general department’s Political Commissar.
Speaking at the conference, Gen. Giang acknowledged and highly appreciated Gen. Hung’s contribution over the years. The defense leader evaluated that as General Department II’s Chief, Gen. Hung led the general department and the defense intelligence sector to comprehensively accomplish tasks, contributing to elevating the prestige and role of Vietnam's defense intelligence.

Assigning duties to Gen. Chinh, the Defense Minister wished that in his new position, he will continue to strive, practice, and further enhance his revolutionary morality and competence to lead the general department and the defense intelligence sector to successfully fulfill all assigned tasks, deserving the trust of higher levels.
To better meet future task requirements, Gen, Giang requested the defense intelligence sector to pro-actively grasp situations, enhance research and strategic forecasting capabilities, and promptly advise the Party, State, Central Military Commission, and Ministry of National Defense on appropriate policies and approaches to protect the nation early and from afar. He highlighted the importance of performing comprehensive strategic intelligence functions and enhancing the quality of advice and proposals, thus making valuable contribution to successfully implementing the strategic goals of the Party, State, and military.

In addition, he urged the general department to apply measures to strengthen the leadership capability and the combat power of party committees at all levels, providing comprehensive leadership across all work areas of the unit; focus on building a healthy and strong Party Organization in terms of politics, ideology, ethics, organization, and personnel; synchronously apply measures to develop an "elite, streamlined, strong, professional, efficient, and purpose-aligned" intelligence sector. He also emphasized the need to build a contingent of officers with strong political determination, strategic vision, broad knowledge, and professional competence.

The Defense Minister believed that the general department’s Standing Board, Party Committee, and Chain-of-Command will lead its units to successfully fulfill assigned missions, thus building a comprehensively strong, exemplary, and outstanding general department and positioning the defense intelligence sector as a reliable political force and an absolutely loyal combat force of the Party, State, military, and people.
