Addressing the event, General Quyet stressed that education and training is a matter of strategic significance for each country and people. The Communist Party of Vietnam has also defined education and training as a top priority policy, he added.  Overseas training for Vietnamese officers helps provide high quality human resource with advanced technological and scientific knowledge for the military’s development.

The GDP’s Deputy Director emphasized that overseas training is both a great honor and an opportunity for cadres to access and absorb advanced knowledge of the mankind and scientific and technological achievements of the world, contributing to improving their comprehensive capability.

General Quyet required all cadres to study abroad in 2022 always maintain their political bravery and be steadfast in their ideological stance and absolute loyalty to the Party's revolutionary cause. He also urged them to strictly follow the host country and Vietnam’s laws, and regulations of defense external affairs and the training establishment, while making use of their time to acquire valuable knowledge to build the military and serve the country.

In recent years, the Ministry of National Defense has sent over 700 personnel and cadets to study abroad each year. In 2020 and 2021, the overseas training was still conducted despite the impacts of the COVID-19 pandemic.
