In 2024, Hai Duong province achieved significant breakthroughs in its socio-economic development. The province’s gross domestic product reached VND 212,386 billion - an increase of more than 1.13 times compared to 2023. The economic growth rate was 10.2 percent, higher than the national average, ranking 6th out of 63 provinces and cities across the country. The province’s state budget revenue for 2024 reached VND 30,684 billion, a 56 percent increase over the forecast, placing it among the top provinces in terms of revenue nationwide. The province’s poverty rate decreased to 0.96 percent.
Local defense and military tasks also achieved many positive results, contributing to building a firm whole-people defense posture, maintaining political security and social order and safety, thereby creating a stable environment for socio-economic development.
Military units stationed in the province have effectively carried out mass mobilization efforts and assisted people in developing the economy, alleviating hunger, and reducing poverty. Notably, local military units mobilized more than 2,500 officers and soldiers, with nearly 18,300 working days to help people overcome the effects of Typhoon No.3 (Typhoon Yagi).
During his remarks at the meeting, General Phan Van Giang congratulated Hai Duong province on its achievements in socio-economic development, attracting investment, and poverty alleviation in recent years. On behalf of the Central Military Commission and the Ministry of National Defense, he expressed thanks to the provincial leadership and people for their continued support to the military units stationed in the province.
He affirmed that Hai Duong province holds a strategically important position in terms of economy, politics, culture, society, and national defense and security, both for Military Region 3 and the country as a whole. Over the past years, the provincial authority has effectively implemented various resolutions and guidelines from higher levels regarding local defense and military missions, mobilizing the entire political system’s combined strength to build and consolidate local defense capabilities. The province has effectively integrated socio-economic development with national defense, security, and social welfare.

Looking ahead, General Phan Van Giang urged the province to continue effectively implementing Resolution of the eighth plenum of the 13th Party Central Committee regarding the strategy on safeguarding the Fatherland in the new situation, enhance defense capabilities, improve training quality and combat readiness, and maintain political security and social order. He also directed the General Staff of the Vietnam People’s Army and the Military Region 3 Command to work closely with local authorities to promptly address the province’s proposals and ensure compliance with current legal regulations.
On the same day, while visiting Military Hospital 7 of the Department of Logistics - Technical Services under Military Region 3, General Phan Van Giang praised the hospital’s achievements, noting that doctors, nurses, and medical staff have worked diligently to overcome difficulties and have effectively fulfilled their duties in providing healthcare for both soldiers and civilians. He stressed that the hospital should continue building a comprehensively strong unit to become a trusted destination for troops and people, and to actively implement programs of medical check-ups, medicine distribution, and health service for ethnic minority communities in remote and particularly challenging areas.
