Having heard reports on task performances of agencies and units since 2023 delivered by the Department of Legal Affairs under the Ministry of National Defense (MND) and opinions of delegates, Gen. Giang applauded them for regularly embracing and strictly following directions of the standing board of the Central Military Commission (CMC) and the MND as well as effectively giving suggestions and carrying out working aspects in line with their functions and missions.

On the basis of forecasts and analyses of situations with impacts on the military and defense task implementation, the defense chief asked agencies and units to continue implementing their tasks for 2024, develop and carry out measures to fight against corruption, negative phenomena, and perfect institutions to control power, prevent and combat corruption and negative phenomena in areas where such behaviors easily arise.

They were also requested to build a mechanism to control assets and income, ensuring substantiveness and effectiveness and find and overcome loopholes and inadequacies in mechanisms, policies and laws related to bidding, management and use of public assets and finance.

In addition, they should boost inspection audit affairs of major capital construction programs and projects to ensure their progress, quality, and effectiveness. Moreover, it is necessary to check and punish party organizations and party members involved in cases of violations.

Judicial agencies were asked to seriously conduct investigation, prosecution, adjudication, and execution to avoid wrong convictions.

Gen. Giang asked the Department of Legal Affairs to pro-actively coordinate, give recommendations, and make proposals on building and perfecting the system of legal documents on military, defense and cipher affairs and building a dossier on the amendment of the Law on the Officers of the Vietnam People’s Army to submit to the National Assembly in the coming time.

The department was urged to work with other agencies to sketch out measures to effectively realize the project on raising troops and people’s awareness of abiding by law, contributing to reduction of violations and crimes in the military and maintenance of political security, social order and safety in the stationed areas of military units.

For the border guard and coast guard forces, Gen. Giang asked them to enhance patrols, control and handling of violations of law and further combat crimes, trade fraud and counterfeit goods in border areas, and not allow functional forces to assist and cover up violations or crimes.

The defense minister asked departments, forces and units to pay attention to building strong agencies and units, a contingent of cadres with good virtues and capabilities to meet higher task requirements and especially to not allow negative phenomena and corruption cases to occur.
