Deputy Minister of National Defense Senior Lieutenant General Pham Hoai Nam inspected progress on the research, design, and production of the XTC-03 amphibious armored personnel carrier.

In realizing the defense leader’s conclusion, the General Department of Defense Industry established a dedicated task force to oversee the project and assigned Factory Z111 to lead the vehicle’s development in coordination with military units. The XTC-03 features a completely new and modern design, including advanced protection systems capable of automatically detecting threats and activating defensive measures to enhance crew safety.

Project teams have applied more than 30 technologies mastered through previous programs while continuing to develop over 20 new technologies for advanced vehicle components and systems. The base vehicle has been fully assembled.

Senior Lieutenant General Pham Hoai Nam instructed the General Department of Defense Industry and Factory Z111 to complete testing and evaluation of the prototype before May 31, 2026, as the foundation for further development. He also called for greater mastery of core technologies and higher localization rates to complete the vehicle in time for testing, acceptance trials, and display at the Vietnam International Defense Expo 2026.

* The same day, Deputy Minister of National Defense Sr. Lt. Gen. Nguyen Quang Ngoc chaired a working session with the General Department of Logistics and Technical Services on military fuel supply assurance.

Amidst fluctuations in global and domestic fuel prices, the military petroleum sector has maintained sufficient fuel reserves for combat readiness, emergency missions, and national defense requirements. Authorities have also implemented fuel-saving measures, including Directive No.75/CT-BQP issued on April 9, 2026, which requires the military to further reduce fuel consumption by 3%.

Concluding the working session, the deputy defense minister requested continued efforts to ensure adequate fuel and petroleum supplies for military missions and to-be-established units, while improving procurement efficiency and reserve capabilities. He also emphasized stronger coordination with domestic petroleum enterprises, stricter fuel quality management, efficient fuel usage, and upgrades to fuel depot infrastructure, including research into facilities integrated with new technologies and UAV countermeasure capabilities.

* Later the same day in Ho Chi Minh City, Sr. Lt. Gen. Nguyen Quang Ngoc led a Ministry of National Defense delegation in a working session with the Military Region 7 Command on logistics, finance, and infrastructure investment.

Military Region 7 reported that it had implemented comprehensive logistics and technical support measures for regular and emergency missions while promoting administrative reform and digital transformation. The region has also coordinated with local authorities to advance scientific and technological applications in agriculture, healthcare, transportation, construction, and food processing, while preparing civilian logistics and technical resources for emergency situations.

The military region effectively implemented medium-term public investment plans for the 2021-2025 period, ensuring project quality and progress. The defense leader requested the region to continue improving planning systems, strengthen budget management, accelerate construction projects for newly established units, and prioritize official housing projects for officers and soldiers, particularly in difficult areas.

* Also on May 5, Deputy Minister of National Defense Sr. Lt. Gen. Nguyen Van Gau chaired a conference on implementing the project “Digital transformation in criminal procedure and criminal judgment enforcement activities in the military.”

The project, approved under Decision No.422/QD-TTg dated March 10, 2026, aims to modernize and synchronize digital transformation in military criminal procedure and judgment enforcement activities. Objectives include digitizing case files and work processes, improving transparency and operational efficiency, and supporting judicial reform while safeguarding human and civil rights.

Key tasks include improving the legal framework for electronic records and databases, upgrading technical infrastructure and software systems, deploying digital signatures, digitizing records, and strengthening cybersecurity and information security. The project also focuses on inter-sectoral coordination, data sharing, personnel training, financing, and public awareness.

Concluding the conference, Sr. Lt. Gen. Nguyen Van Gau requested relevant agencies and units to urgently implement the ministry’s plan with clearly defined responsibilities, timelines, and deliverables, while strengthening coordination with the Ministry of Public Security, the Supreme People’s Procuracy, the Supreme People’s Court, and other related agencies.
