He urged the delegation to thoroughly evaluate MR5’s achievements in all areas during the first half of 2025, focusing on staffing, Party and political work, logistics, technical services, and financial management.

According to the MR5 Command’s report, since early 2025, the Standing Board of the Party Committee and MR5 Command have effectively led and directed military and defense missions and Party-building tasks, successfully meeting assigned targets. Key achievements include maintaining strict combat readiness, advancing military discipline, and effectively organizing training, drills, contests, and competitions. Party and political work has been conducted comprehensively with innovative and effective approaches. Logistics, technical services, and financial management have shown significant improvements. MR5’s armed forces remain politically, ideologically, and organizationally strong, ready to undertake and complete all assigned tasks.
Regarding the restructuring plan, the Party Committee and MR5 Command have diligently implemented resolutions and directives from the Party Central Committee, Politburo, Secretariat, Central Military Commission, and Ministry of National Defense to streamline the political system’s organizational structure. The goal is to create a “compact, strong, and efficient” model for local military organizations tailored to new mission requirements.
MR5 has conducted site surveys to determine deployment areas and station locations for new municipal and provincial Military Commands, Border Guard Commands, and regional defensive area commands. It has also directed provincial and municipal Military Commands to collaborate with local authorities to identify office locations for communal-level Military Commands and has consistently communicated policies and regulations related to the restructuring.
Following the inspections of MR5 units, the delegation will issue a detailed evaluation and conclusion.
