The draft report evaluated that the CMC and its Standing Committee have strictly implemented the 12th-tenure PCC’s Resolution No.18-NQ/TW dated October 25, 2017, on some issues related to the continued streamlining and re-organization of the political system’s apparatus towards efficiency and effectiveness; the Politburo’s Directive No.35-CT/TW, dated June 14, 2024, on Party congresses at all levels in the run-up to the 14th National Party Congress; the Politburo’s Resolution No.57-NQ/TW, dated December 22, 2024, on breakthroughs in scientific and technological development, innovation, and national digital transformation; and the PCC’s Conclusion No. 123-KL/TW, dated January 24, 2025, which supplements the socio-economic development plan for 2025 with a growth target of 8% or higher, and others.

Meanwhile, the CMC has required functional agencies to assist the CMC’s Standing Committee to build inspection plans at their affiliated Party organizations associated with comprehensive inspection and checks on combat readiness during national holidays and the lunar New Year. The General Department of Political Affairs has established a delegation to check the preparation for the Party congresses at all levels to ensure that the congresses are held in accordance with procedures, principles, and quality standards.

The report also praised the restructuring efforts across military agencies and units, which have resulted in more streamlined, efficient operations. Key changes include the reduction of intermediate bodies and personnel, a sharper focus on combat training and readiness, and steps to eliminate overlapping roles and responsibilities.

Also, the inspection delegation praised the CMC for its close coordination and its thorough preparations during the inspection process.

In his remarks, General Phan Van Giang pointed out the specific characteristics of military operations, especially those related to military secrets, and requested the inspection delegation to consider and adjust them when finalizing the draft report for submission to the competent authorities for approval.

In his closing remarks, Mr. Nguyen Duy Ngoc drew attention to several key areas, including economic-defense production, military science and technology, biotechnology, among others. He called on the CMC to continue to uphold strength and obtained results, while focusing on the leadership and direction of the implementation of resolutions, directives, and conclusions of the PCC, the Politburo, and the Secretariat to achieve higher results in the time to come.
