At the meeting, the two sides reviewed the situation and outcomes of the five-year cooperation between the two defense ministries with a focus on the two departments’ partnership.
According to Gen. Hai, the two departments have pro-actively coordinated across various areas, achieving practical results and maintaining close relations through delegation exchanges, training, education, and technical support.
In recent years, the Vietnamese department has sent many experts to Laos to support military science and art research tasks; compile specialized documents, military dictionaries, and install laboratory rooms; and organize training courses for Lao military personnel in scientific management, technology, environment, military scientific information, and clearance of post-war bombs and mines and toxic chemicals.

Agreeing with Gen. Hai’s assessment on the good cooperation between the two defense ministries and departments, Gen. Khuanming Bidasak emphasized that it had contributed to strengthening the time-honored friendship and special solidarity between the two countries and militaries.
The two sides agreed to promote cooperation in the 2025-2030 period in line with the directives of the two MND leadership in the spirit of promoting the special traditional Vietnam - Laos relationship. Priorities include strengthening delegation and expert exchanges; cooperation in military science and art research, military social sciences and humanities, and military medicine; cooperation in research and application of science and technology, mastering strategic technologies, and advancing digital transformation in the military; technology transfer related to environmental monitoring, treatment systems, and water purification. They will boost their cooperation in training and capacity building for scientific management and research personnel, and sharing experience in scientific management.

In his closing remarks, Gen. Hai affirmed that this meeting enabled the two sides to agree on key cooperation areas that will be reported to the leadership of the two defense ministries for approval and implementation. He expressed confidence that effective execution of these cooperation activities in the new period will further advance bilateral defense ties.
