The talks were held right after a solemn reception hosted by General Chansamone Chanyalath for General Phan Van Giang and the high-ranking Vietnamese military delegation.
At the talks, the Lao general welcomed General Giang on his first official visit to Laos as the Vietnamese defense minister.
General Giang thanked the host for a friendly reception and said that it was their fifth meeting in 2022. He attributed the regular meetings to the two countries’ great friendship, solidarity, and faithful relations.
The Vietnamese defense minister highly praised the Lao defense ministry’s all-out efforts to organize this time’s wide range of important defense diplomacy activities, saying that it holds a great political significance for Vietnam and Laos in particular and Laos, Cambodia, Vietnam and their militaries in general.
During the talks, the two sides discussed regional and international situations of common concern and reviewed their cooperation outcomes as well as proposed future cooperation contents.
They reached agreement on bringing into play efficiency of current cooperation mechanisms, such as border defense friendship exchange, defense policy dialogue at the deputy defense minister level. They also agreed to boost cooperation between the two countries’ military regions, services and corps, border protection forces via exchanges, twinning activities, joint patrols, annual meetings so as to enhance solidarity and support each other in a timely manner.
They will focus on improving coordination capability in response to non-traditional security challenges, strengthen cooperation in party and political work, and pay due attention to human building which is considered to hold a long-term strategic meaning.

The two sides also supported the enhancement of relationship among Lao, Cambodian, and Vietnamese militaries, including the maintenance of annual meeting among three defense ministers. They also agreed to support one another at events and multilateral forums hosted by each side, particularly within ASEAN. They consented to continue considering the implementation of joint cooperation forms and activities among the militaries of the three countries in the time to come, such as cross-border disease prevention and control exercise.
General Giang expressed his belief that the outcomes of the talks will help promote the solidarity and close cooperation between the two militaries.
On this occasion, on behalf of the Vietnamese Ministry of National Defense, General Giang invited his Lao counterpart, his spouse and a high-ranking Lao military delegation to officially visit Vietnam and attend the first International Defense Expo hosted by Vietnam from December 8-10, 2022.

In the afternoon the same day, General Giang and the high-ranking Vietnamese military delegation laid wreath at the Monument for Heroes and Fallen Troops in Vientiane.
In the evening, General Chansamone Chanyalath hosted a banquet for General Giang and his entourage.
