The visit is part of the implementation of the agreement reached by the two countries’ defense ministries.
In the afternoon of November 22, Defense Minister General Ngo Xuan Lich hosted a reception for the Russian delegation at the Headquarters of the Ministry of National Defense.
General Lich highly valued the two defense ministries’ maintaining such a dialogue mechanism and applauded the outcomes of the third dialogue held earlier the same day, contributing to reinforcing the bilateral defense ties and the Vietnam-Russia comprehensive strategic partnership.
General Lich suggested the two sides, based on the achieved outcomes, further cooperate in the fields of mutual concern and asked the Russian side to continue to grant scholarships with extended majors for Vietnamese students.
For his part, General Fomin thanked General Lich for a warm welcome and briefed him on the achievements of the third dialogue.
He affirmed that Vietnam is a traditional and important partner of Russia in the Asia-Pacific region and Russia will continue to foster its defense cooperation with Vietnam to be on par with each country’s potential.
Earlier, in the afternoon the same day, also at the Headquarters of the Ministry of National Defense, Deputy-Defense Minister Senior Lieutenant General Nguyen Chi Vinh and General Fomin co-chaired the third Vietnam-Russia Defense Strategic Dialogue.
General Vinh started the dialogue with the emphasis that the partnership between the two countries has developed in different aspects with the defense ties playing an important role. It was vividly demonstrated through many high-level visits paid by the two countries’ leadership, contributing to creating a new driving force for the bilateral multifaceted and win-win cooperation.
General Vinh underlined that the Vietnamese Ministry of National Defense always attaches much importance to developing the fruitful and traditional friendship and cooperation with the Russian people and military.
During the dialogue, the two sides exchanged information on regional and international situations, voiced standpoints on issues of common concern and agreed that developments in the region and the world have much impacted on the world’s security.
The two sides highly appreciated the outcomes of their bilateral defense ties over the past years, including all-level delegation exchanges, training, naval cooperation, military medicine, UN peacekeeping operations, scientific research and cooperation in the framework of the ASEAN Defense Ministers’ Meeting Plus (ADMM+). These activities have helped enhance the two countries’ time-honored friendship and comprehensive strategic partnership.
They reached a consensus that defense strategic dialogues is an effective cooperation mechanism that allows the two sides to discuss issues related to the region and the world and measures to effectively promote their cooperation in the times to come.
At the end of the dialogue, the two sides signed Memorandum of Understanding on UN peacekeeping operations and operation regulations of the Vietnam-Russia joint working group on defense cooperation.
