The IPACC-13 drew the participation of chiefs of armies from 30 countries, namely India, the U.S., Japan, the Republic of Korea, Mongolia, the Philippines, Timor Leste, Singapore, Malaysia, Thailand, Brunei, Cambodia, Sri Lanka, Nepal, Bangladesh, Papua New Guinea, New Guinea, Vanuatu, Fiji, Tonga, France, New Zealand, Australia, Canada, the U.K, Brazil, Kenya, Tanzania, Indonesia, Nigeria and Vietnam. This was the largest scale of its kind since 1997.

The Vietnamese delegation participated in all activities of the conference themed “Together for Peace: Sustaining Peace and Security in the Indo-Pacific Region,” and had three key discussion topics, namely role of military diplomacy in minimizing the risk of crisis, enhancing coordination and interaction through training; and requirements for self-reliance and autonomy for modern army.
On the sidelines of the event, the head delegate of Vietnam had bilateral meetings with the heads of the U.S., Indian, and New Zealand delegations, during which they discussed measures to promote defense and army cooperation.

During their stay in India, the Vietnamese delegation attended an exhibition on India-manufactured army equipment; laid wreaths at President Ho Chi Minh Statue and the National War Memorial in New Delhi.

The Indo-Pacific armies chiefs conference is held biennially with the aim of strengthening relationships among chiefs of participating armies, cooperation, friendship, and mutual understanding between the armies of countries in the Indo-Pacific region.
