The event is part of the cooperation plan between the Vietnamese and Cambodian Defense Ministries in 2026.

In his opening remarks, Maj. Gen. Nguyen Viet Dung, Head of the Department of Legal Affairs, highlighted the continued strengthening and development of the traditional friendship between Viet Nam and Cambodia across all fields. Military and defense cooperation has become increasingly substantive and effective, serving as an important pillar of bilateral relations. 

According to Gen. Dung, legal affairs play a vital role in building a regular, disciplined, and modern military. Developing and improving military and defense legislation, disseminating information and educating personnel on the law, and inspecting and supervising law enforcement are key tasks in ensuring discipline and the effective and efficient implementation of defense missions.

“With a spirit of sincere, open, and constructive cooperation, I am confident that this course will be a success, contributing to the further strengthening of the good-neighborliness, traditional friendship, comprehensive cooperation, and long-term sustainable partnership between Viet Nam and Cambodia,” Maj. Gen. Nguyen Viet Dung said.

Delegates participating in the opening ceremony

During the course, the Cambodian delegation will be briefed on the sector’s functions, responsibilities, and legal affairs work in the Viet Nam People’s Army, Viet Nam’s experience in developing military and defense legislation, the Law on National Defense 2018, and the Viet Nam Coast Guard Law 2018. The event will also provide an opportunity for both sides to share and exchange experience, contributing to the improvement of legal affairs work in the armed forces of each country.
