Following activities in Bolykhamxay on July 9, the two defense ministers and their delegations participated in a series of activities in Nghe An on July 10, such as planting a friendship tree at Border Marker No.460, visiting and presenting gifts to the Border Post of Thanh Thuy Border Gate, attending a preliminary review ceremony on the twinning relations between border residential clusters, joining the groundbreaking of Thanh Ha Kindergarten (funded by the Vietnamese Defense Ministry), visiting the Kim Lien Special National Relic Site, and holding high-level bilateral talks.

Speaking at the banquet, General Phan Van Giang expressed his delight in welcoming General Khamliang Outhakaysone and the delegates to Nghe An, a locality tied to key milestones in the bilateral relations. He emphasized that the exchange serves as an effective cooperation model, reflecting the determination of the two parties, states, militaries, and people to foster substantive ties.
The Vietnamese Defense Minister affirmed that the solidarity between the two governments, militaries, and peoples is an invaluable asset to be preserved and promoted for future generations.
Later that afternoon, Vietnamese Deputy Defense Minister Senior Lieutenant General Nguyen Truong Thang saw off General Khamliang Outhakaysone and the Lao delegation at Thanh Thuy Border Gate (Kim Bang commune, Nghe An province).
