During the dialogue, Sr. Lt. Gen. Hoang Xuan Chien congratulated Ms. Stefanie Beck on her appointment as Deputy Minister of National Defense of Canada in June 2024. He also expressed his confidence that, in her new role, Ms. Beck would make significant contribution to further promoting the comprehensive partnership between Vietnam and Canada, particularly in defense cooperation, for the benefit of the two countries, militaries, and for peace, stability, and development in the region and world.

The Vietnamese deputy defense minister underlined that over the past time, the bilateral defense cooperation has been implemented in an effective manner based on the signed cooperation documents, particularly since the second Vietnam - Canada Defense Policy Dialogue in September 2023.

An overview of the event

Both sides have maintained bilateral dialogue and consultation mechanisms while promoting cooperation in other fields such as training, U.N. peacekeeping, defense industry, war legacy settlement, and border management; as well as supporting each other at multilateral mechanisms and forums.

Gen. Chien required that in the time to come, based on the signed agreements between the two Ministries of Defense, both sides continue to strengthen cooperation and effectively implement key areas, such as maintaining high-level contacts and exchanges, established dialogue and consultation mechanisms; training cooperation; sharing experiences, and enhancing the capability of the Vietnamese peacekeeping forces; defense industry; war legacy settlement; border management, among others.

The Ministry of National Defense of Vietnam supports Canada's aspiration to participate in the ASEAN Defense Ministers’ Meeting Plus (ADMM+) based on ASEAN consensus, Gen. Chien emphasized.

For her part, the Canadian Deputy Defense Minister thanked the Vietnamese side for the warm reception and expressed her appreciation for the positive results obtained in defense cooperation between the two countries. Ms. Beck also hoped that, in the time to come, defense cooperation between the two defense ministries would become even more effective and substantive.

Also at the dialogue, the two sides exchanged views on global and regional situations and matters of common interest. Gen. Chien reaffirmed that Vietnam consistently pursues a foreign policy of independence, self-reliance, peace, cooperation, and development, promoting diversity and multilateralism. The country stands ready to cooperate with other countries and international organizations for peace, cooperation, and development in the region and the world. It is committed to resolving all disputes and disagreements by peaceful means based on international law.

Regarding issues on East Sea (South China Sea), Vietnam’s consistent stance is to comply with international customs and laws, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS) and the Declaration on the Conduct of Parties in the East Sea (DOC); to push for the early completion of negotiations and the signing of a substantive and effective Code of Conduct in the sea (COC).

Concluding the event, Sr. Lt. Gen. Hoang Xuan Chien and Stefanie Beck signed the minutes of the third dialogue and witnessed the signing of the minutes of work between Commander of the Commando Corps of Vietnam and Commander of the Canadian Special Operations Forces Command.
