During the course, participants from the two units will gain general knowledge about the ICRC’s global and mission-level activities, fundamental principles of International Humanitarian Law (IHL) and International Human Rights Law (IHRL), applications of IHL in peace support operations, medical care in hazardous environments, goal setting with relevant examples, leaders’ responsibilities, regulations addressing sexual violence in armed conflicts and other violent situations, an overview of the ICRC’s presence in South Sudan, and scenario-based exercises.

Course lecturers will also provide trainees with knowledge about unexploded ordnance (UXO) from past wars, weapons contamination, identification techniques, and procedures for responding to UXO during mission deployment.

These lessons will critically prepare each “blue-beret” soldier, ensuring their readiness for peacekeeping duties.

Following the successful 2024 training course for individually deployed Vietnam People’s Army officers in U.N. peacekeeping operations, this year’s course, organized by the Vietnam Department of Peacekeeping Operations, aims to strengthen cooperation with the ICRC and further equip Vietnamese peacekeepers with essential knowledge of IHL and Explosive Ordnance Risk Education (EORE).

The course, running until June 13, is delivered in both in-person and online formats, combining theoretical learning with practical skills training, including daily and end-of-course evaluations. The Engineering Company Rotation 4 is trained at the Vietnam Department of Peacekeeping Operations, while the Level-two Field Hospital Rotation 7 receives training at Military Hospital 175.

Lecturers include Mr. Lloyd Gillett, Regional Delegate to the Armed Forces; Ms. Tran Giang, Weapon Contamination Expert; and Mr. Stefaan Landerloos, Regional Weapon Contamination Manager for Asia and the Pacific, all from ICRC Bangkok. Online instruction is provided by Mr. Roberto Gasparo, Protection Coordinator based in Juba, South Sudan.
