At the meeting, Gen. Luc affirmed that Vietnam always attaches importance and gives top priority to constantly strengthening and developing the “good neighborliness, traditional friendship, comprehensive cooperation, and long-term sustainability” with Cambodia.
He took this occasion to express gratitude to the Cambodian People’s Party, the State, and the Ministry of National Defense of Cambodia for sending a high-ranking delegation to attend the 80th anniversary of the August Revolution and National Day of Vietnam, and for dispatching a military contingent to join the grand parade at the celebration.
He noted with satisfaction that bilateral defense cooperation has continued to develop in recent times, serving as one of the key pillars of bilateral relations. He highlighted the outcomes in exchanges of all-level delegations, especially high-level ones; defense policy dialogue mechanisms; consultations and information sharing; training; land and maritime border management and protection; twinning activities; information dissemination about the two countries’ time-tested friendship and solidarity; search, collection, and repatriation of remains of Vietnamese volunteer soldiers and advisors; mutual support and assistance; and coordination and mutual support at multilateral forums.

An overview of the meeting |
The GS leader also highly valued the cooperation achievements between the two Departments of Operations, particularly in sharing of expertise, coordination in research, assessment, and forecasting of situations, and timely advice on strategic policies and solutions given to each Ministry of National Defense.
The host suggested the two departments continue sharing information, grasping situational development, and giving effective suggestions to senior leadership while ensuring the effective implementation of the defense cooperation plan between the two ministries in 2025.
He affirmed that the GS leadership always supports and creates favorable conditions for the two departments to strengthen cooperation, thereby further deepening Vietnam - Cambodia defense ties.
For his part, Lt. Gen. Nim Balene reported on the outcomes of the talks between the two Operations Departments. He highlighted the two sides’ active exchanges on crime-related issues and sharing of expertise and experience to ensure security and order in border areas.

The Cambodian general suggested the two sides continue cooperation in searching for remains of Vietnamese volunteer soldiers and advisors who laid down their lives during the war in Cambodia and promote joint patrols to maintain a border of peace, cooperation and development.
