On September 10-11, the delegation conducted inspections with relevant units. The results show that the Party Committee and Command of Military Region 5, along with the provincial military commands of Dak Lak and Khanh Hoa, strictly adhered to the Party’s guidelines, State laws and policies, and directives of the Central Military Commission and MND regarding the reorganization of two-tier local administrative and military structures.

Sr. Lt. Gen. Vo Minh Luong praised the units for their efforts in thoroughly communicating, disseminating, and implementing Party resolutions, State legal documents, and MND regulations on judicial, inspection, and legal affairs; law education and dissemination; and the handling of administrative violations.

He also urged Military Region 5 to further strengthen education, raise political awareness, and enhance the knowledge of officers and soldiers in these above-mentioned fields.

An overview of the inspection

Efforts should focus on diversifying forms and methods of law dissemination and education, prioritizing “soft approaches,” such as integrating political and ideological education with cultural and artistic exchange, and application of information technology and social media. Additionally, it is necessary that the project “Promoting the role of the people's military in disseminating and educating law and mobilizing people for legal compliance at the grassroots level in the 2021-2027 period” must be effectively implemented, General Luong added.

At the event, the deputy defense minister also emphasized the need to enhance the capacity and expertise of legal personnel, while regularly organizing training to improve their ability to handle violations and crime. The units must pro-actively combat and suppress all types of violations and crime within their areas, ensuring that all actions comply with legal procedures, regulations, and authority. They must receive, process, and resolve cases in a timely manner in accordance with the law, particularly in investigating and prosecuting criminal cases and handling administrative violations. The units are required to maintain regular practices of citizen reception, and the settlement of complaints and denunciations, ensuring all petitions are addressed thoroughly to prevent the emergence of flash points or complex issues.

Furthermore, General Luong stressed the importance of fostering solidarity and unity within agencies and units. Cadres and commanding staff at all levels must serve as exemplary role models for their subordinates and ensure the spiritual and material life for their personnel, providing timely rewards and encouragement for subordinates to be assured and show more dedication to work, helping strengthen solidarity.
