General Phan Van Giang active in Russia
PANO - On May 23, Deputy Prime Minister and Minister of National Defense General Phan Van Giang and the high-ranking delegation of the Ministry of National Defense of Vietnam laid flowers at the memorial dedicated to Vietnamese volunteer soldiers defending Moscow during the Great Patriotic War (1941-1945).
Gen. Giang is on an official visit to Russia where he co-chaired the second maritime consultation session.
The memorial, named “Allied Friends – Vietnamese Soldiers,” was built in Patriot Park on the outskirts of Moscow. It features three statues depicting Vietnamese volunteer soldiers holding defensive positions and fighting in the battle to defend Moscow.

Inaugurated in 2024, the memorial serves not only as testimony to a shared historical tradition, but also as a symbol of efforts to strengthen and deepen the traditional friendship and comprehensive strategic partnership between the two countries.
At the event, Gen. Giang affirmed that, despite the ups and downs of history and fluctuations in the global and regional situation, the peoples and armed forces of the two countries have consistently worked together to nurture, preserve and further develop bilateral relations in a deeper, more effective and substantive manner.
He expressed deep respect and gratitude to generations of leaders and peoples of both nations for continuously fostering and consolidating the two countries’ traditional friendship and comprehensive strategic partnership.
The Vietnamese defense chief emphasized that the people and the Vietnam People’s Army always bear in mind the wholehearted, great and effective support that Russia has extended to Vietnam in its past struggle for national reunification and in current national defense.

Visiting the “Road of Memory” museum complex and the Main Cathedral of the Russian Armed Forces, Gen. Giang said that “Having the opportunity to visit and learn about the history of the Great Patriotic War of the former Soviet Union (now Russia), we express our admiration for the defense of independence of this great nation, and for the assistance that the former Soviet Union and present Russia have provided to peace-loving peoples around the world. We will forever remember your support for Vietnam during the resistance wars and in the cause of building a socialist Vietnam. We shall forever remain grateful to the Russian people and the Russian nation.”
