The meeting was part of Gen. Giang’s ongoing official visit to Russia and co-chairmanship of the second consultative meeting on maritime affairs.

Also participating in the Vietnamese delegation’s activities was Deputy Defense Minister Sr. Lt. Gen. Nguyen Van Gau.

At the meeting, Gen. Giang expressed his delight at the strong development of the traditional friendship and comprehensive strategic partnership between Vietnam and Russia across all fields, noting that defense cooperation and energy - oil and gas cooperation continue to be identified as important pillars of bilateral relations.

The Vietnamese defense chief highly appreciated the positive outcomes of the bilateral defense ties over the past time, particularly in arms and service collaboration; cooperation between affiliates of the two defense ministries, partnership in training; scientific and technological research cooperation within the framework of the Vietnam - Russia Tropical Center; active support for and participation in multilateral international activities hosted by each side; and close coordination within ASEAN-led cooperation mechanisms, including the ASEAN Defense Ministers’ Meeting Plus (ADMM+).

He sincerely thanked the Russian Ministry of Defense and the Security Council for their attention, favorable conditions created, and scholarship allocations for the training of Vietnamese military personnel.

Recalling positive impressions and outcomes of his visit and working trip to Vietnam in December 2025, and congratulating Gen. Giang on his appointment as Deputy Prime Minister and Minister of National Defense, General Sergei Kuzhugetovich Shoigu affirmed that Russia attaches priority to developing its comprehensive strategic partnership with Vietnam.

An overview of the meeting

He hoped that both sides would continue close coordination to effectively implement agreements reached during visits, meetings, and contacts between senior leaders of the two countries, thereby contributing to consolidating mutual trust and strengthening cooperative relations between the Vietnamese Ministry of National Defense and the Security Council of the Russian Federation.

Discussing measures to develop the bilateral defense cooperation in a more intensive, practical and effective manner in line with the common understanding reached by senior leaders of the two countries, both sides agreed to strengthen exchanges of experience; promote cooperation in humanitarian mine clearance, military history education and communication to further tighten the fruitful traditional friendship between the two countries.

They also reached agreement on expanding training cooperation, and enhancing the effectiveness of the Vietnam - Russia Tropical Center through stronger cooperation in technology transfer, occupational medicine, research on marine and island resources and environment, and the conservation and restoration of marine ecosystems and environments, and more.
