Delegates at the conference

The online event, connecting 22 locations in the whole military, was attended by Deputy Defense Minister Senior Lieutenant General Hoang Xuan Chien.

Reports presented at the conference reviewed that in the first half of 2023, agencies and units actively and pro-actively carried out the international integration and defense external affairs and obtained outcomes bilaterally and multilaterally. Defense relations became one of the important pillars of Party diplomacy, State diplomacy, and people-to-people diplomacy, contributing to firmly safeguarding national sovereignty, protecting the Party, people, socialism, and strengthening defense power of the country.

In particular, the defense cooperation between Vietnam and other countries was consolidated and practical results were obtained, especially in such areas of Vietnam’s demand and capability as delegation exchange, dialogue and consultation mechanisms, training, defense industry, collaboration between arms and services, settlement of war legacy, military medicine, and U.N. peacekeeping operations.

The conference affirmed that foreign relations activities in border area continued to be a spotlight, contributing to strengthening cooperation, friendship, and trust with neighboring countries and firmly protecting the security belt of the nation. At present, Vietnam is actively cooperating with neighboring countries to make thorough preparations for the 8th Vietnam - China Border Defense Friendship Exchange and the first Vietnam - Laos - Cambodia Border Defense Friendship Exchange at the defense minister level. 

Multilateral external defense relations continued to be paid due attention to. At regional and international multilateral defense and security conferences and forums, Vietnam proved to be an active participant with acknowledged valuable ideas to foster the initiative of maintaining peace and stability in the region. Delegates highlighted the effective implementation of U.N. peacekeeping operations, mentioning the training and deployment of the Engineering Company Rotation 2 and the Level-2 Field Hospital Rotation 5 to U.N. peacekeeping missions. 

At the conference, delegates discussed and pointed out shortcomings and limitations in carrying out international integration and external defense relations missions and reasons and proposed measures to enhance the quality of the work in the coming time.

Speaking at the conference, Gen. Chien praised and acknowledged efforts and outcomes obtained by agencies and units in the whole military in the first six months of 2023. He laid stress on the positive changes in the awareness of the importance of international integration and external defense relations work.

The defense leader asked agencies and units in the last six months and the time to come to carry out the work in accordance with the Party’s guidelines, State’s policies, and orientation and direction of the Central Military Commission and the Ministry of National Defense and complete plans on delegation exchange and foreign relations in 2023.

He also emphasized the need to closely follow situational developments in the region and the world; make recommendations to the Party, State, Central Military Commission, and Ministry of National Defense to harmonize relations and effectively carry out international integration and external defense relations work; strengthen cooperation with other countries in different fields in substantial and effective manner; build and complete legal documents on the work.

Gen. Chien asked agencies and units to pay more attention to building and training high-quality human resources for the work.
