The exchange aims to concretize common perceptions reached by senior leaders of the two Parties and countries to enhance substantive defense cooperation. It strengthens friendship and solidarity, deepening relations between both militaries to build a border of peace and stability. Over previous editions, the event has expanded in scale, becoming a meaningful festival for border forces and local communities.

The 10th exchange in Vietnam features a welcome ceremony for the Chinese Ministry of National Defense delegation at Mong Cai International Border Gate, a friendship tree-planting, and the groundbreaking of the Hai Son commune Friendship Medical Station. Activities also include visits to Tran Phu High School and Tra Co Border Guard Station, alongside talks between the two Ministers of National Defense.

In China, the program includes a welcome for the Vietnamese delegation at Dongxing International Border Gate, a visit to a border guard company, and a wreath-laying ceremony at the memorial for revolutionary martyrs. Notably, the two navies will launch a joint patrol and training in the Gulf of Tonkin, featuring Vietnam's frigates 015–Tran Hung Dao and 012–Ly Thai To from Brigade 162, Naval Region 4.

Pre-exchange activities in Vietnam include free medical exams, 100 scholarships for disadvantaged students, and the donation of breeding cows to 50 local households.
