The ceremony was attended by Lao Defense Minister General Khamliang Outhakaysone; Secretary of State at the Cambodian Ministry of National Defense General Prum Din; Cuban Ambassador to Vietnam Rogelio Polanco Fuentes; leaders of the Ministry of National Defense, the General Department of Political Affairs, the General Staff; representatives from relevant agencies of the Lao Ministry of Defense, the Royal Cambodian Armed Forces, as well as defense attachés of Laos, Cambodia and Cuba to Vietnam.

As President Ho Chi Minh once taught, “helping friends is helping ourselves,” upholding a spirit of impartial and faithful international solidarity, thoroughly grasping the Party’s guidelines and State’s policies, the direction of the Central Military Commission and the Ministry of National Defense, General Department II has, in recent years, maintained effective coordination with the military intelligence services of Laos, Cambodia and Cuba. This cooperation has enabled timely consultation and recommendations to Party, State and military leaders, helping them grasp developments and formulate strategies and policies related to foreign relations. At the same time, it has contributed to strengthening solidarity, friendship and cooperation while supporting the implementation of military and defense tasks of each country in the cause of national construction and protection.

In recognition of the achievements and contribution of Vietnam’s defense intelligence sector, the State and Ministry of National Defense of Laos awarded the Freedom Order, the Labor Order and the Bravery Order; the State of Cambodia presented the Friendship Order; and the State of Cuba awarded the Medal of Combat Friendship and the Granma ship symbol to collectives and individuals of General Department II.
Speaking at the ceremony, General Phan Van Giang praised General Department II for maintaining effective and diverse forms of cooperation with the military intelligence services of Laos, Cambodia and Cuba. He noted that such cooperation has expanded both in breadth and depth, helping strengthen close ties among the defense intelligence sectors of the four countries.

According to General Giang, the global and regional situation is evolving rapidly and becoming increasingly complex and unpredictable, placing higher and more urgent requirements on the ministries of defense and intelligence sectors of each country.
To fulfill future tasks effectively, he requested General Department II to continue thoroughly grasping the guidelines, policies regarding international integration and defense diplomacy. The department should also strengthen political education and ideological orientation, ensuring that its officers, personnel and soldiers uphold strong sense of responsibility in consolidating and promoting the traditional friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos, Cambodia, and Cuba.

General Giang emphasized that General Department II should continue serving as a particularly reliable information bridge linking the Party, State and Ministry of National Defense of Vietnam with their counterparts in Laos, Cambodia and Cuba. At the same time, it should further enhance the quality and effectiveness of coordination with the military intelligence services of these countries in order to meet mission requirements in the new situation.
