Both sides assessed that the political security and social order situation in the Northwestern provinces of Vietnam and the Northern provinces of Laos in general, and Dien Bien and Luang Prabang provinces in particular, has remained stable over the recent period. However, unpredicted components persist, including criminal activities such as drug-related crimes or illegal border crossings.

According to the memorandum of understanding signed at the talks, both sides agreed on several collaborative measures for the future. These include strict adherence to the legal documents governing the Vietnam - Laos land border checkpoints signed by the respective governments; joint efforts to ensure political security and social order along the border area; rigorous management and control of people, vehicles, and goods crossing the border, facilitating smooth passage through border checkpoints, timely identification and apprehension of law violators, and handling them according to each side's regulations.

They were also committed to further bolstering exchanges and advising local authorities on fostering connections between villages and commune clusters in the border region.
