Defense leader pays courtesy call on, extends congratulations to Lao Defense Minister
PANO - On January 8 in Vientiane, Senior Lieutenant General Nguyen Van Hien, Deputy Minister of National Defense of Vietnam, paid a courtesy call on and extended congratulations to Lao Defense Minister Senior Lieutenant General Khamliang Outhakaysone on his election to the Politburo of the Party Central Committee for the 12th term.
The meeting took place on the occasion of Sr. Lt. Gen. Nguyen Van Hien’s participation in the delegation led by the Minister of Foreign Affairs - Special Envoy of General Secretary of the Communist Party of Vietnam (CPV) Central Committee To Lam to Laos to congratulate the Lao People’s Revolutionary Party (LPRP) on the success of its 12th National Congress.

On behalf of the Central Military Commission and the Ministry of National Defense of Vietnam, and personally on behalf of Defense Minister Phan Van Giang, General Hien conveyed his warm congratulations to Sr. Lt. Gen. Khamliang Outhakaysone and to the Party Committee, officers, and soldiers of the Lao People’s Army on the success of the LPRP’s 12th National Congress for the 2026–2030 term, as well as on the 77th anniversary of the founding of the Lao People’s Army (January 20, 1949 – 2026).
General Hien expressed his delight at the success of the congress and at the major, comprehensive, and historically significant achievements attained by Laos under the leadership of the LPRP during the renewal process. He voiced his confidence that, under the light of the Resolution of the 12th Congress, Laos would continue to develop further in prosperity and contribute positively to peace, cooperation, and development in the region and the world.

Congratulating Sr. Lt. Gen. Khamliang Outhakaysone on his new role, General Hien expressed his belief that the minister would continue to lead the Lao Ministry of National Defense and the Lao People’s Army to grow stronger, contributing to the country’s prosperity.
At the meeting, the two sides noted that defense cooperation between Vietnam and Laos continued to be implemented comprehensively and effectively, and expressed their hope to further strengthen cooperation through existing mechanisms and agreed plans in the coming period.
