In implementing the emulation movement, Viettel Group has ceaselessly found creative solutions to maintain its position as the top telecom giant in Vietnam, serving as an outstanding state-owned enterprise and a model for others to follow.
Ever-lasting innovativeness
There are various inspiring stories in the emulation movement implemented by Viettel Groups, showing creativeness, desire for innovation and development and the daringness of the group’s staff and workers.
In 2011, the entire network of Viettel Group was provided by foreign partners. The use of the online charging system provided by foreign partners resulted in high costs while all changes and upgrades could only be made depending on the partners, which was very time-consuming and expensive. Well aware of that fact, Viettel decided to build the system itself. A team in charge of developing the Viettel Online Charging System (vOCS) was formed. In the first phase of the system’s research and development, the team faced a lot of difficulties and challenges. However, in the high spirit of emulation and the facilitation of the group leaders, the team continued with the work and successfully put vOCS 3.0 into operation in nine out of 11 markets, serving more than 170 million subscribers, saving more than VND 300 billion for Viettel while making business operation more effective. Also, throughout this process vOCS 3.0 managed to win two international awards in 2017 and 2018.

The research and development of vOCS is just one example among various fruitful achievements of the emulation movement in Viettel Group. In fact, the movement has contributed greatly to the vigorous development of the group in the 2015-2020 period. As of the end of 2019, Viettel enjoyed a growth rate of 7.2% with a total income of VND 251.3 trillion (more than USD 10.8 billion), being the top State budget contributor.
Building a Viettel that goes global
Viettel has always determined that overseas investment is one of the most important components in its development strategy. With the motto of “Developing a global Viettel,” serving a 500 million-strong international market, and sustainable integration and development throughout the group, the emulation movement has gone global. As a result, Viettel officers and employees in foreign markets, including local ones, all participated in Viettel’s emulation movements and raised their sense of responsibility for work.
In the past 5 years, the group has been continuously expanding its business operations to new markets. As of 2019, it had expanded investment and business operations to 10 countries on three continents, serving nearly 350 million people. The group has also demonstrated new ways of brand name-building by not using the Viettel trade mark but creating brand names associated with the land, people, customs and practices of the host countries, gaining trust and bringing sustainable development to the countries. Accordingly, in Cambodia, the brand name of Viettel is Metfone, Unitel in Laos, Natcom in Haiti, Movitel in Mozambique, Bitel in Peru, Telemor in Timor Leste, Nexttel in Cameroon and Lumitel in Burundi. The effectiveness of the emulation movement has helped not only bring honor and glory to Viettel but also raise the image of Vietnam in the international arena.
By investing in foreign markets Viettel has brought the best products and social policies to the people in the host countries, such as “school Internet” and “telecommunications services for the poor,” which are highly appreciated by the host governments and people. The training of local staff and transferring of management positions to local people have also been effectively carried out. Revenue and profits from overseas markets have continued to grow, reaching USD 1.2 billion in 2019, with the total pre-tax profits of USD 156 million.
Viettel has made drastic investment overseas and quickly been listed among the top service providers in the host countries. Currently, in Cambodia and Laos, the corporation pays the biggest share of tax to the governments. These deeds have affirmed that the staff of Viettel have tried hard in the emulation movement and have shown great desire to compete internationally.
Aiming high with effective measures
Viettel has always pushed its goals and targets to higher levels with restlessness in innovation and reforms. That practice comes from the philosophy and culture of Viettel and the lessons that the group has learnt. The group stresses that, “Quick adaptation becomes competitive strength,” “New thinking over old things,” or “Self-resilience and self-reliance to do hard things that others won’t do.”
According to the group’s leadership, there is no lip service in implementing its emulation movement. The emulation movement must be deeply imbued in each person with the motto of “Emulation is a daily task, but must be better and carried out differently today compared to yesterday.” The emulation movement of Viettel is actually implemented in different fields of work according to the nature, scope and scale of the task.
Perhaps, there are barely any units and businesses like Viettel, whose emulation movement is implemented on a global scale, in 11 countries on three continents. It is also rare for any businesses to develop its own software system for the management of emulation and commendation work, which helps its employees learn what they have achieved and what they still have to do.
Emulation results have really become an important criterion in employees’ performance assessment. Every staff member of the Viettel Group always emulates against himself/herself in his sector and in different periods and against others and sectors of the group.
These creative ways of implementing the emulation movement of Viettel are always directed by the leadership and Party Committee of the group. Especially, officials in charge of all units and agencies of the group have always set outstanding examples, serving as “wordless orders” for others to follow. These practices have contributed to the development of Viettel, thriving to get to a new level and maintaining the status of a leading corporation in the country.
