The event was chaired by Leng Peng Long, Secretary General of the Cambodian National Assembly, and attended by Vietnamese Ambassador to Cambodia Nguyen Minh Vu, representatives of relevant Cambodian ministries and agencies, and units involved in the construction and supervision of the project.
In his remarks, Secretary General Leng Peng Long described the new building as a meaningful gift from the Party, State and people of Vietnam to their Cambodian counterparts.

He stressed that the project is part of cooperation based on mutual respect for independence, sovereignty and territorial integrity, as well as long-standing neighborliness and mutual support.
The official noted that the administrative building is a model of bilateral cooperation and a concrete expression of the commitment to strengthening the special bond between the two nations. He emphasized that this friendship is a mutual necessity which must be preserved to ensure peace and development for both countries.
Despite some challenges during the project’s implementation, all parties worked together in the spirit of longstanding friendship, forged by past generations of leaders including the late King Father Norodom Sihanouk and President Ho Chi Minh. Leng Peng Long called the completion of the building a fresh testament to the enduring solidarity between Vietnam and Cambodia.
He urged both peoples to recognize this friendship as a sacred legacy that must be cherished and passed on to future generations as a foundation for peace, happiness, and sustainable development. He said he believes and hopes future generations will protect this special bond and treat it as a treasured asset.
As part of the ceremony, Ambassador Nguyen Minh Vu formally handed over the building to Secretary General Leng Peng Long.
The 12-storey structure, built at a total cost of 25 million USD, features Khmer architectural elements, with modern facilities. It will house the Secretariat, specialized committees, and meeting halls of the Cambodian National Assembly, enhancing its administrative capacity.
Construction began in late 2021, and the building was officially inaugurated on November 21, 2024 in a ceremony co-chaired by Cambodian National Assembly President Samdech Khuon Sudary and Vietnamese National Assembly Chairman Tran Thanh Man.
