The Liberation Women Union of Region 5 was founded in March 1961. During the resistance war against the U.S., under the leadership of the Party Committee of Region 5, the union united women in the provinces of Region 5 on a national liberation and reunification front. They organized the building of Liberation Women's Union organizations in all three areas: revolutionary bases, plains, and enemy regions. The union performed well in the tasks of political struggle, military transport, participating in the armed struggle, and production to serve the frontline.

During the ceremony, Vice President Vo Thi Anh Xuan spoke on behalf of the leaders of the Party and State, expressing her deep respect and appreciation for the great feats of the generations of women in Region 5. She praised their achievements and sacrifices during the resistance war and in the construction and defense of the Fatherland.

The Vice President emphasized that the title Hero of the People's Armed Forces is a recognition and respect of the Party, State, and people of Vietnam, and a great honor for generations of women in Region 5. She added that it is also a great source of pride and encouragement for Vietnamese women in general, and for staff and members of the women's union at all levels in particular.

Vice President Vo Thi Anh Xuan encouraged women's unions at all levels to continue inheriting and promoting the traditions and noble qualities of Vietnamese women. She urged them to build strong organizations and actively contribute to the development of the Party and political system. She emphasized the need for Vietnamese women to be capable, qualified, and full of ambition and aspiration to contribute to the country, and she called for the building of Vietnamese women of the new era.
