Measures mapped out to assist ethnic minority groups
In order to effectively implement poverty reduction among Khmer ethnic minority people, Soc Trang province has done its utmost to find out solutions to help poor households, such as creating livelihood models, providing capital for production, handing over gratitude houses and gifts, and creating jobs, among others. So far, these activities have brought positive outcomes, contributing to changing the Khmer people’s life.

Thanks to the loans with lower rates from the Vietnam Bank for Social Policies, thousands of poor households in the province could expand production and business scale, escape from poverty and develop their economy. Mr. Thach Ruol’s family in Dai Ui hamlet, Phu My commune, My Tu district, Soc Trang province is a typical example of a poor household who benefited from the supporting model. He received a loan of VND 40 million from the bank.
Right after receiving the money, he immediately spent nearly VND 25 million on a dairy cow, while using the remaining cash to buy two breeding sows and build a barn. One year later, his loan from the bank was paid back.
Over the past four years, he has earned more than VND 150 million from the two breeding sows, and VND 200,000 per day for 15kg of milk from dairy cows. Currently, he owns three breeding cows and they are expected to bring higher benefit to his family in the time ahead.
Mr. Thach Ruol held that without the loan from the Vietnam Bank for Social Policies, he could not escape from poverty. His achievement at present has come from the support and his personal tireless efforts over the past time.
Meanwhile, Mr. Lam Sen in Dai Non hamlet, Lieu Tu commune, Tran De district, Soc Trang province was also supported with VND 50 million to build his house. He held that thanks to the assistance of the State, his family now have a new house to soon stabilize their life.
According to Ly Ro Tha, Head of the Soc Trang provincial Ethnic Affairs Committee, over the past time, the province has mobilized all resources and carried out various programs to sustainably reduce poverty among Khmer people, bringing practical results, contributing to boosting production, and promoting the ethnic people’s spiritual and material life.
In addition, the rate of poor and near-poor households among the Khmer group in the province has seen a year-on-year decline. Especially, many households have taken advantage of policies to escape from poverty, thereby contributing to building new-style rural areas and changing their life.

Helping raise income and living standards
In the 2021-2025 period, Soc Trang province has 63 communes, wards and townlets in the ethnic minority area, with 128 hamlets facing economic difficulties.
In response to the national target program for socio-economic development in ethnic minority groups and mountainous areas, in the 2021-2025 period, local people have promoted their role and closely coordinated with the local authorities to develop socio-economy and foster ethnic minority groups’ living standards. To take further care of them, the province runs a program with 10 projects, totally worth over VND 656 billion.
According to Deputy Chairwoman of the Soc Trang provincial People’s Committee Huynh Thi Diem Ngoc, the province targets to record the average income of ethnic people from VND 70 million or more, reduce the poverty rate of ethnic minority households by 3-4 per cent each year, concretize all roads connecting ethnic minority areas, and raise the rate of ethnic minorities accessing the national electricity grid to 99 percent.
