Legal dissemination and education have become key tasks, regularly and flexibly implemented by border guard units, contributing to strengthening public trust and building borderline of peace, stability, cooperation, and development.

In recent years, border guard units nationwide have actively implemented many effective legal education models and measures, thereby making positive changes in awareness among people in border areas.

In Ba Ria - Vung Tau province, the provincial Border Guard Command has recently organized a dissemination session of the Law on Vietnam Border Guard and related documents for over 1,000 officials, teachers, and students at Xuyen Moc High School in Phuoc Buu town. The law dissemination event helped the younger generation understand the significance of borders and their responsibility as citizens in safeguarding national sovereignty and border security.

Nguyen Thi Hong Nhung, an 11th grader, said that after joining the session, she felt closer to and understood more about the noble and silent contribution of border guard soldiers. “I feel proud and more motivated to study so that I can contribute to protecting our country’s territorial integrity in the future," said Nhung. 

In addition to schools, border guard units have organized legal education for people who are fishing at sea. Recently, troops of Border Guard Flotilla 18 have conducted a legal awareness campaign for fishermen operating in the waters of Ba Ria – Vung Tau, Tien Giang, and Ben Tre province. In addition to providing legal content on sustainable fishing practices and preventing violations in foreign waters, the team distributed 500 national flags, 190 portraits of President Ho Chi Minh, 50 life jackets, and over 1,300 legal leaflets. These simple gifts helped ignite patriotism and raise law-abiding spirit among the fishermen.

Fisherman Nguyen Van Phuc, from Go Cong Dong district, Tien Giang province, said that thanks to legal knowledge and regular support from border guard troops, he always feels confident to fish at sea.

According to Political Commissar of Naval Squadron 2 under Border Guard Flotilla 18 Major Pham Cong Dung, before fishermen’s each voyage, the unit’s troops visit their trawlers to distribute leaflets with legal information and provide updates on the latest regulations against illegal, unreported, and unregulated (IUU) fishing. Thanks to the dissemination efforts, many fishermen pro-actively ask for updated information, check equipment, and comply with tracking regulations. These are positive changes, gradually shaping a responsible fishing community and laying a foundation for sustainable fisheries

Not only a pioneering force in disseminating laws at sea and on islands, the border guard also actively carries out legal education activities along the land border, contributing to building a strong people-based border defense right from the grassroots level. Recently, in Thanh Thuy commune, Thanh Chuong district, Nghe An province, the Border Post of Thanh Thuy Border Gate under the Nghe An provincial Border Guard Command, coordinated with local units to organize a legal dissemination session focusing on the harms of drugs, e-cigarettes, stimulants, drowning, injury and accident, child abuse, and school violence prevention.

Principal of Thanh Thuy Secondary School Nguyen Van Tien considered the legal dissemination session an opportunity for the school’s students to learn from real-life experience. “The students are not only equipped with knowledge on drug, school violence, and drowning prevention, but also feel the sincere care from the border guard soldiers. This helps raise their legal awareness, responsibility, and patriotism from the very early days of school life,” said the school’s Principal.

Between 2021 and 2024, the border guard force organized more than 13,000 conferences, disseminating laws to nearly 300,000 people; coordinated to hold around 120,000 sessions, attracting over 3 million attendees. More than 5 million leaflets, brochures, and legal DVDs were distributed to people.

Notably, in 2023, the border guard successfully organized an online contest on the Law on Vietnam Border Guard, helping widely spread legal knowledge related to borders and the border guard force nationwide.
