The event was attended by Deputy Prime Minister and Minister of National Defense General Phan Van Giang and Nguyen Thanh Nghi, Head of the Party Central Committee's Commission for Policies and Strategies and a member of the National Assembly delegation of Dak Lak province.

The project is part of the plan to improve local infrastructure while strengthening disaster preparedness in villages, hamlets, and residential communities, particularly in areas frequently affected by storms and flooding. Phase 1 will see the construction of 100 two-story community centers across 27 communes and wards with a total investment of more than VND170 billion.

Three standardized building designs have been developed to reflect the cultural characteristics of different localities. Each facility will include essential amenities for daily community activities while providing safe shelter for more than 200 evacuees during floods. 

The multi-purpose buildings will serve as venues for community meetings and cultural events under normal conditions. During natural disasters, they will function as evacuation shelters, emergency command centers, rescue coordination sites, and storage facilities for relief supplies and essential goods.

All 100 facilities are scheduled for completion before September 15, allowing them to be operational ahead of the rainy and storm season in 2026. The project is expected to enhance disaster resilience, reduce the risk of casualties and property losses, improve emergency response, support local governance, promote socio-economic development, and contribute to rural development across the province.

The initiative also reflects the commitment of Party committees and local authorities to improving living conditions for residents, especially those in disadvantaged areas vulnerable to natural disasters.
