Building firm posture of people’s hearts for development

With 13 border communes and more than 65,000 people from 24 ethnic minority groups living in 99 villages, the province’s border areas are vast and culturally diverse.

In recent years, under the close attention of the Party and the State, the border region has witnessed positive developments across multiple sectors. Infrastructure has been systematically developed, social welfare policies have been effectively implemented, and the new-style rural development program has made encouraging progress, contributing to improved living standards for the local population. To date, seven out of the 13 border communes have met the criteria for new-style rural areas.

However, most of Kon Tum’s border communes continue to face difficulties in transportation. Educational attainment and living standards remain significantly lower than in other regions, and outdated customs persist in many communities. Moreover, both traditional and non-traditional security threats have become increasingly complex and unpredictable, posing substantial obstacles to the region’s development.

Over the past decade, in addition to investments from the Party and the State, Kon Tum has implemented various policies and measures to promote socio-economic growth and gradually improve living conditions, especially for those in border areas.

The provincial border guard force has mobilized resources to build 146 houses and 13 clean water facilities, with a total value of nearly VND 11 billion. Meanwhile, the police force has supported orphans, people with disabilities, and disadvantaged students through care and material aid. The Women’s Union of the province has contributed over VND 1.5 billion, provided 32 livelihood models and 25 houses, and organized health care and gift-giving activities, among others.

At the same time, mass mobilization efforts have been effectively carried out, helping strengthen public trust, promote solidarity, and build a strong grassroots foundation in border communities.

Addressing security challenges

Over the past ten years, the province’s border guards have received 2,907 tips from the public, including 685 critical reports that served as the basis for special investigations and operational plans to combat various types of border-related crimes. In addition to promptly handling violations related to border regulations, forest protection laws, fake passports, illegal border crossings, and smuggling of contraband and prohibited items, the border guard force has made notable achievements in drug enforcement, successfully cracking down on numerous major cases.

Efforts to respond to natural disasters have also been carried out swiftly and flexibly, following the “four-on-the-spot” and “three-readiness” principles, thanks to the close coordination among local authorities, relevant forces, and residents.

It can be affirmed that building strong grassroots support not only mobilizes resources and determination for development but also provides a solid foundation for effectively responding to security challenges. This creates the groundwork for transforming the T-junction border area—known as the "heart" of Indochina—into a more stable and prosperous area.
