All relevant agencies and units have been requested to strictly observe duty regulations; give advice to local party committees and authorities; review and adjust response plans; and coordinate closely in deploying forces and equipment to assist in disaster response and recovery. They are asked to ensure the supply of essential goods and materials to support affected populations. Once floods recede, forces should help with environmental cleanup and restoring daily life.
In addition, units must also be prepared to deploy aerial search and rescue missions when ordered by the Ministry of National Defense. Additionally, efforts must be strengthened to supervise and inspect subordinate units to ensure effective disaster response, safeguard warehouses, factories, weapons, and equipment, and ensure logistical and technical support is in place, including timely delivery of rescue supplies.
The same day, following instructions from the leadership of the General Department of Political Affairs, the Organization Department sent a telegram to agencies and units under the Ministry of National Defense regarding political and party-related tasks in emergency response to floods in Nghe An province.
On the afternoon of July 23, the Office of the Steering Committee of the National Civil Defense reported a dike breach along the Red River in Hong Vu commune, Hung Yen province. The provincial Military Command deployed 122 officers, soldiers, and local militia force along with military equipment to contain the situation and evacuated 40 households with 90 residents to safer places. By 4 p.m., the breach had been brought under control.
In Thanh Hoa province, Army Corps 12 coordinated with local authorities to evacuate 353 households with 1,138 residents from areas at risk of flooding, flash floods, and landslides. The force also reinforced over 200 meters of dike. Nearly 1,500 officers and soldiers from the provincial Military Command, along with approximately 3,800 local militia-members and 71 vehicles, were mobilized to assist local residents in recovering from the effects of the third storm and post-storm flooding.
Also on July 23, thunderstorm accompanied by strong winds struck Ba Sao commune and the wards of My Ngai and My Tra in Dong Thap province, resulting in the collapse of 55 houses, roof damage to 250 homes and three schools. It caused more than 300 fruit trees to fall and left 20 people injured. The provincial Military Command mobilized 275 soldiers and local militia to work alongside on-the-spot forces in assisting residents with recovery efforts.
On the same day, similar thunderstorm hit Ba Chuc and Son Kien communes in An Giang province, destroying four houses, damaging the roofs of 18 homes and a medical station. Local authorities deployed 35 militia members in coordination with local forces to help affected residents recover from the damage.
