Immediately after receiving orders from the Commander of the Air Defense - Air Force Service, the flight crew of Regiment 916 swiftly deployed mission at Hoa Lac Airbase in Hanoi. At exactly 7:50 a.m., Mi-171 helicopter numbered 03, piloted by Major Vuong Dinh Long and Senior Colonel Nguyen Ba Duc, took off, bound for Nghe An province, carrying essentials such as dry rations, drinking water, and instant noodles.

Meanwhile, from Vinh Airport, helicopters loaded with dozens of tons of food, medicine, and life jackets were deployed to drop supplies at five isolated locations, namely Muong Xen, Muong Tip, Nhon Mai, My Ly and Bac Ly.

Upon arriving at Vinh Airport, Lieutenant General Ha Tho Binh, Commander of Military Region 4, urged all forces to closely coordinate and ensure the aid reaches the intended locations and recipients, with no one left behind. Relief flights will continue depending on flood developments to ensure the uninterrupted delivery of essentials.
