The seminar, gathering young military cadres and officers stationed in Southern Vietnam, was co-chaired by Senior Colonel Dinh Quoc Hung, Head of the Army Youth Board and Senior Colonel Phung Kim Lan, Deputy Editor-in-Chief of the People’s Army Newspaper.
At the meeting, representatives from Southern military agencies and units assessed that the contingent of young military cadres and officers receive their assignments on the basis of their specialities, capabilities, and expertise.
Though they are from different places across Vietnam, facing a lot of difficulties in life, they have exerted all-out efforts to fulfill excellently their assigned missions.
According to Senior Lieutenant Nguyen Van Manh of Battalion 909 of Brigade 87 under the Chemical Corps, “Young cadres and officers are the key force in the direct management, exploitation and use of weapons and technical equipment, especially modern ones, meeting the unit’s requirements on training and combat readiness maintenance.”

Almost all participating troops agreed that the party committees and chains-of-command should create conditions for and entrust young cadres and officers to challenging tasks to mature. At the same time, young cadres and officers should try their best at work and further practice to improve their expertise as well as heighten their responsibilities.
On behalf of the organizers, Senior Colonel Dinh Quoc Hung highlighted the high sense of responsibility, enthusiasm, determination to devote and accomplish outstandingly all assigned missions of young cadres and troops.
Hung said that comments collected during the seminar will be good grounds for relevant agencies to make recommendations to the Central Military Commission, the Ministry of National Defense and the General Department of Politics to map out measures to foster, plan, train, arrange and implement policies for young cadres and officers to meet the requirements in the current period. These would help bring into play their responsibilities and capabilities in the cause of military-building and national construction and protection.
