In the coming period, the Party Committee identifies science and technology development, innovation, and digital transformation as critical tasks that directly contribute to building Command 86 to meet mission requirements in the new situation.
Accordingly, the resolution sets out several key objectives. First, to develop a highly qualified scientific research workforce, form a contingent of experts in cyberspace operations, cybersecurity, and digital transformation, and promote high-quality scientific publications.
Second, to establish and maintain specialized research groups focusing on the development of cyberspace operational art and mastery of strategic technologies, while fostering high-quality human resources, attracting and utilizing talents, and building a professional, stable, and sustainable cyber operations force.

Third, to further promote its role as the standing agency for digital transformation in the Ministry of National Defense by implementing scientific and technological research tasks at all levels, increasing the application rate of research outcomes in training and combat readiness, and sustaining innovation movements across the command.
Fourth, to comprehensively implement digital transformation throughout the command, striving for 100% of its activities to be conducted in the digital environment. The resolution also sets a target to operate the Ministry of National Defense’s data center to meet national standards, ensuring graded cybersecurity for military-wide digital transformation, developing a key information security laboratory, and refining testing and financial mechanisms to drive innovation.
