On behalf of the Party and the State, Tran Quoc Vuong, Politburo member and permanent member of the Secretariat of the Party Central Committee, presented the badges to the two generals.
In his speech, Vuong congratulated General Lich and General Thanh on the honor of receiving the noble awards of the Party. The presentation of the badges demonstrates high appreciation and acknowledgement of the Party, State, Central Military Commission and Ministry of National Defense of both generals’ contributions. Vuong added that the honor of the two generals is also the honor of all Vietnamese troops.

Vuong emphasized that both generals are excellent cadres with great credits to the Party’s revolutionary cause and the military’s development. In any positions and circumstances, they have been always steadfast in and absolutely loyal to the Party, the Fatherland and the people, upheld and promoted revolutionary ethics and good virtues of a Party member, a communist, a military cadre, and tried their best to fulfill all assigned missions, deserving the trust of the Party, State and people.
As a Party member for 45 years now, General Lich has held different posts as commanders of various military agencies and units. He engaged directly in the anti-American resistance war for national salvation, the national protection war at the Northern border. He has made great contributions to the Party’s revolutionary cause and the military-building and defense-consolidation cause as well.
In his positions as a Politburo member, Deputy Secretary of the Central Military Commission and Defense Minister, General Lich, together with other leaders of the Central Military Commission and Defense Ministry, has boosted solidarity, given recommendations to the Party and State on making military-defense policies, directed the building of the whole people’s defense posture and people’s armed forces as well as the building of a politically-, ideologically-, organizationally- and ethically-strong Military Party Organization and commanded troops and militia and self-defense forces to accomplish all missions assigned by the Party, State and people.
Meanwhile, admitted to the Party for five decades now, General Thanh has greatly contributed to the national salvation, construction and defense cause. He was awarded the titles “Valiant man for fighting against American imperialists” and “Hero of the People’s Armed Forces” by the Party and State.
He both directly joined combats and commanded combats on theaters, including nearly 10 years engaging in the anti-American resistance war for national salvation. He had for many years taken the posts as Politburo member, Deputy Secretary of the Central Military Commission and Defense Minister. In any posts, especially as Deputy Secretary of the Central Military Commission and Defense Minister, General Thanh worked closely with the Central Military Commission and Ministry of National Defense leaders to direct the whole military to complete victoriously all missions, promote solidarity and unity in the leadership over the military and militia and self-defense forces. He also recommended the Party and State to make major military-defense policies, strengthen the military’s combat strength to meet requirements during the national construction and protection cause.

Addressing the ceremony, General Thanh expressed deep gratitude to and absolute loyalty to the Party, President Ho Chi Minh, the Central Military Commission and the Ministry of National Defense, who have always created favorable conditions for him and General Lich to develop. He also took this chance to thank leaders of the Party, State, Central Military Commission, Ministry of National Defense, troops of different periods, and people for their support during their career, so that they could devote their strength and intelligence to the Party’s and military’s revolutionary cause.
General Thanh stressed that they would continue to make their contributions to the revolutionary cause, obey the Party and State’s resolutions and regulations, maintain revolutionary ethics, study and follow President Ho Chi Minh’s thought, morals and lifestyle for whole life, bring into play good virtues of Uncle Ho’s soldiers, Party members and communists and set good examples in all aspects as well as fulfill all assigned missions.
