The program brings together officers and personnel from the Coast Guard Region 1 Command, Reconnaissance Squadron No.1, and Coast Guard Counter-Narcotics Task Force No.1.

The course focuses on the four core language skills, namely listening, speaking, reading, and writing, while providing specialized English for coast guard operations. It is designed to strengthen participants' language proficiency, improve their communication skills, and enhance their ability to operate effectively in international environments, laying the foundation for future international exchanges and cooperation. 

In his opening remarks, Sr. Col. Luong Cao Khai described the program as a strategic initiative to improve the professional competence and international integration capabilities of Vietnamese coast guard personnel.

He instructed the standing body of the Steering Committee for the Foreign Language Training and Development Program for the Vietnam Coast Guard for the 2022–2030 Period to closely monitor the course, ensure it is implemented in accordance with approved plans and regulations, and promptly recommend appropriate management measures to maximize training effectiveness.

He also called on instructors to adopt innovative and practical teaching methods while ensuring that assessments are conducted fairly, objectively, and accurately reflect participants' language proficiency.

Course participants were required to strictly observe classroom regulations, attend all scheduled sessions, and actively pursue self-study to improve their practical English skills. They were also instructed to comply fully with examination rules to ensure all tests are conducted in a disciplined, safe, and transparent manner.
