In October, the military strictly maintained combat readiness, closely monitored the airspace, maritime areas, borders, domestic territory, and cyberspace, and ensured secure communications and cybersecurity. These efforts helped safeguard national sovereignty and maintain political security, public order, and social safety nationwide.

Major exercises, including the joint civil defense exercise involving the armed forces of Viet Nam, Laos, and Cambodia and the defensive operations exercise of Military Region 4, were successfully conducted. Preparations for exercises involving the Hanoi Capital Command and Army Corps 12 also progressed actively.

The military stepped up efforts to prevent illegal border crossings and counter subversive activities along land and maritime borders. The Navy, Border Guard, Coast Guard, and standing militia flotillas maintained combat readiness in key maritime areas, while measures to combat illegal, unreported, and unregulated (IUU) fishing were intensified.

In response to floods and landslides in northern and central provinces, the military deployed more than 12,500 personnel and militia members, along with over 540 vehicle deployments, to assist with disaster response and recovery.

Training, education, exercises, and competitions continued to be conducted effectively and safely. Military sports teams won 102 medals, while the number of disciplinary violations fell by 4.77 percent compared to September 2026. Political and ideological education, communications, and the implementation of Party resolutions and directives were also strengthened. The military won major awards at the sixth central-level writing contest on protecting the Party’s ideological foundation.

Mass mobilization, social policy programs, and activities honoring those who have rendered service to the nation continued to achieve positive results. Under the 500-day campaign to accelerate the search for, recovery, and identification of fallen soldiers’ remains, the military recovered 3,895 sets of remains, received and preserved nearly 130,600 remains samples, and completed sample collection in all 34 provinces and centrally governed cities.

At the conference, delegates reviewed the military’s achievements, shortcomings, and their causes, while proposing measures to improve performance in the coming period.

He also stressed the need to thoroughly implement resolutions and conclusions issued by the Party Central Committee and the Central Military Commission, review annual targets, and focus on successfully completing all tasks in 2026.

He urged the military to draw lessons from recent exercises and further develop military and national defense theory to meet the requirements of the new situation. He also called for stronger communications surrounding major political and cultural events, including Viet Nam Culture Day, the Great National Unity Festival, and the 80th anniversary of the Nationwide Resistance Day.

In his concluding remarks, General Phan Van Giang commended agencies and units for their pro-active efforts and comprehensive achievements, particularly in organizing the Military Region 4 defensive operations exercise and the defensive area exercise in Quang Ninh city.

He instructed the entire military to maintain combat readiness, closely monitor and accurately assess situational developments, and pro-actively advise on and effectively handle situations in a timely manner. Live-fire exercises must be organized rigorously and safely, while training, education, and competitions must continue to improve in quality.

He also called for the military recruitment process in 2027 to be conducted strictly in accordance with regulations and for discipline management to be strengthened to ensure stable and safe units.

In addition, the military must effectively advance international integration and defense diplomacy, while preparing for the Viet Nam Defense Expo and the defense diplomacy plan in 2027.

The minister stressed the need to ensure timely logistics and technical support, weapons, and equipment for all missions; improve servicemembers’ living conditions and health care; and strengthen safety at barracks, depots, warehouses, workshops, and on the roads. Financial management, inspections, legal affairs, and auditing must be carried out strictly, alongside continued administrative reform and digital transformation.
