The political and ideological situation throughout the military remained stable, with officers and soldiers demonstrating strong determination and readiness to undertake and fulfill assigned missions.

During the month, the GDP completed 54 of its 55 major tasks, with the remaining task still underway and none behind schedule.

In his concluding remarks, General Nguyen Trong Nghia commended the efforts and achievements of agencies and units in October. He urged them to continue closely monitoring situational developments, proactively assessing and forecasting emerging situations, and providing timely advice and appropriate responses to avoid being caught off guard.

For November and the remainder of 2026, he requested a thorough review of outstanding tasks, focused efforts to complete planned activities, and careful preparations for year-end reviews and the implementation of tasks for 2027.

Emphasizing the need to fully and effectively implement resolutions, directives and conclusions of the Party Central Committee and the Central Military Commission, the GDP Chairman called on agencies to clearly identify their responsibilities in advising, guiding and organizing implementation.

He stressed that performance assessments must accurately reflect completed tasks, the quality of implementation, existing shortcomings and issues requiring further attention.

Regarding political education and information work, General Nguyen Trong Nghia called for thorough preparations for activities marking the Viet Nam Culture Day in conjunction with the Great National Unity Festival.

He also requested the implementation of the Central Military Commission’s conclusions on the system of cultural institutions, with appropriate activities tailored to actual conditions to better serve military personnel and the public.

On Party building, he urged agencies to promptly finalize regulations and guidelines in line with new directions from the Party Central Committee, ensuring adherence to the “six clears” principle.

Reviews and evaluations must be conducted seriously, objectively and fairly, with identified shortcomings and weaknesses followed by concrete corrective measures.

Regarding the personnel work, the GDP Chairman emphasized the importance of developing a contingent of strategic-level officers, strengthening grassroots-level personnel, and attracting and making effective use of talented individuals.

Alongside improving personnel quality, agencies should continue studying and proposing measures to streamline the organizational apparatus and enhance its operational effectiveness.

General Nguyen Trong Nghia particularly stressed the need to strengthen ideological management and compliance with laws and military discipline, while proactively preventing, detecting and strictly handling violations.

He called for closer coordination between education, management and inspection, including additional measures to help officers and soldiers fully understand the harmful consequences of violations.

Reviews and disciplinary measures must produce substantive improvements, address the consequences of misconduct and prevent unresolved problems from persisting.

He also required strict compliance with regulations on internal political protection and stronger digital transformation efforts alongside information security and safety.

Regarding mass mobilization, the GDP Chairman called for close coordination with the Viet Nam Fatherland Front, ministries, sectors, mass organizations and local authorities to organize cultural activities and events promoting great national unity.

In policy work, agencies and units were instructed to continue accelerating the 500-day campaign to search for, recover and identify martyrs’ remains.

They should also strengthen inspections and assessments of martyrs’ cemeteries and memorial sites, and propose renovation and restoration measures ahead of the 80th anniversary of Wounded Soldiers and Martyrs' Day.

Agencies and units were also asked to pro-actively prepare year-end policy support activities, including the Lunar New Year (Tet) care for eligible beneficiaries, while coordinating practical activities for Youth, Women’s and Trade Unions organizations to strengthen ties with local communities.

Regarding internal affairs, General Nguyen Trong Nghia requested the GDP to strictly maintain regular working routines and military discipline, accelerate construction projects, clearly define management responsibilities and strengthen inspections to promptly address shortcomings.

He emphasized that Party committees and chains-of-command at all levels maintain unity, openness and transparency, while paying particular attention to managing and educating troops toward the end of the year, especially soldiers preparing to complete their military service.
